Productivity Linked Bonus: RBE No.287/1985 – 18 Days Adhoc Bonus to RPF/RPSF Personnel

Sub: Productivity Linked Bonus – Grant of ad-hoc bonus for 18 days to RPF/RPSF personnel for the year 1984-85.

1.     An adhoc bonus equivalent to 18 days, emoluments was sanctioned for RPF/RPSF personnel for the year 1983-84 vide this Ministry’s letter of even number dated 15.10.1984 in view of the fact that the RPF/RPSF personnel are not eligible for bonus under the existing PLB Scheme for other railway employees and pending evolution of a formula for such categories of Central Government employees who are not covered by existing PLB Schemes or separate formulae for each sector.

2.     Pending evolution of such formula(e) the President is now pleased to decide that RPF/RPSF personnel who are not eligible for bonus under the existing Productivity Linked Bonus Scheme on the Railways may be granted an adhoc bonus equivalent to 18 days (eighteen days) wages for the year 1984-85.

3.     The benefit will be admispible subject to the following terms and conditions:

(i)    Only those employees who were in service on 31.03.1985 and have rendered at least six months of continuous service during the year 1984-85 will be eligible for payment under these orders. Pro rata payment will be admissible to the eligible employees for periods of continuous service during the year, ranging from 6 months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

(ii)    The employees drawing emoluments up to and including Rs.1600 p.m. as on 31.03.1985 will be eligible for the payment. The adhoc bonus for the accounting year 1984-85 as mentioned above, will be computed on the basis of the actual emoluments up to and including Rs.1600 per month instead of restricting the same to the lower limit of Rs.750 per month as was the practice in the previous years.

(iii)   The quantum of adhoc bonus admissible under these orders will be worked out on the basis of emoluments as admissible on 31.03.1985. The term ‘emoluments’ occurring in these orders will be and include Basic Pay, Personal Pay, Special Pay, Deputation (Duty) Allowance, Dearness Allowance and Additional Dearness Allowance but will not include Interim Relief and other Allowances such as House Rent Allowance, Compensatory (City) allowance, Special Compensatory (remote Locality) Allowance, Bad Climate Allowance, Children, Education Allowance, etc.

(iv) The payments will be subject to the condition that the difference between the ad-hoc bonus payments and the entitlement of the number of days of bonus, which would be calculated on the basis of an approved formula for the accounting year 1984-85, would be refundable by the employees concerned. All payments under these orders will be rounded off to the nearest ten paise.

(v) In matters where the aforesaid provisions are silent, clarificatory orders issued vide Ministry of Railways’ letter of even number dated 09.05.1984 would hold good.

4.     Rakshaks/ Head Rakshaks of the RPF staff who are eligible for PLB in terms of this Ministry’s letter No.E(P&A) 11-81/PLB-15, dated 12.01.1982, are not eligible for adhoc bonus for 18 days in terms of these orders.

5.     This issues with the concurrence of the Finance Directorate of Ministry of Railways.
