Junior Cashiers: RBE No.126/1985 – Promotion to the post of Junior Cashiers

Sub: Promotion to the post of Junior Cashiers (Pay Clerks) Procedure for filling up.

1. In terms of extant orders quoted in the margin [No.E(NG)62-PM1-18, dated 31.01.1964 and 11.04.1969, No.E(NG)I-72.PM1-146, dated 02.03.1974, Nos. E(NG)I-82-PM1-20, dated 11.07.1984 & 11.03.1985 (RBE No.75/1985)], vacancies in the grade of Junior Cashiers (Pay Clerks) in scale Rs.330-560 (RS) are filled in as under: 

(a) 15% of the vacancies by selection from amongst Senior Clerks in scale Rs.330-560 & Clerks in scale Rs.260-400 in the Cash and Pay Deptt.

(b) 85% of the vacancies by selection from amongst the staff in the following order of preference:

(i) Senior Shroffs (scale of Rs.330-560)/ Shroffs scale Rs.260-400;      

(ii) Clerks and other Class-III Staff in the cash and pay department; (iii) Staff of Accounts Department and other departments.

2. The following clarifications have been sought for by some Railway Administrations, etc.:

(i) Whether the filling up the vacancies against 15% and 85% quotas separate test/selection should be held for each quota or a combined selection should be held for filling up the vacancies as per the respective quotas laid down.

(ii) Whether the clerical staff of Cash and Pay Department who qualify the selection against 15% quota in excess of the vacancies in the quota may be adjusted against the shortfall in 85% quota of Shroffs/ Podders, etc., if the eligible Shroffs have not been available to the full extent and their shortage has been made good by calling clerical and other class III staff.

3.     The Ministry of Railways have considered the matter and decided with reference to paras 2(i) and 2(ii) respectively as under:

(i)    With a view to reducing the work and bringing uniformity in standards only a single test/selection may be held. But empanelment may be done as per percentage of quotas laid down.

(ii)    The clerks of Cash and Pay Department who qualify the single selection in excess of 15% quota may be considered against 85% quota set apart for Shroffs/Poddars in case the Shroffs/Poddars do not qualify to the full extent of their quota. Even then if the vacancies remain, they will be filled from the staff of Account Departments and other Departments.
