De-reservation: RBE No.54/1985 – Vacancies Reserved for Scheduled Caste and Scheduled Tribes

Sub: De-reservation of vacancies reserved for Scheduled Caste/ Scheduled Tribes – Revised proforma for sending proposal for.

In Board’s letter quoted above, revised proformae for sending proposals for de-reservation of vacancies reserved for Scheduled Caste and Scheduled Tribes both for recruitment and promotions, were prescribed and Railways were inter alia instructed to submit such proposals in triplicate to the Railway Board. The Commission for Scheduled Caste and Scheduled Tribes, Lok Nayak Bhavan, New Delhi vide its recommendation No.403 reproduced below:-
“Recommendation No.403:-
It is observed that a provision has been made in the Government orders to the effect that a copy of the proposal for de-reservation of a reserved vacancy in a particular Ministry/Department should be sent by the Ministry/Department concerned to the Commissioner for Scheduled Cast/ Schedule Tribes and Department of Personnel. We feel that since this Commission has been presently entrusted with functions broadly corresponding to those of the Special Officer under Article 338 of the Constitution and view of the fact that the Commission has field organization under their control to deal with matters relating to the welfare of Scheduled Castes and Scheduled Tribes, it is desirable that a copy of the proposal in the case of de-reservation of reserved vacancies is also sent to this Commission for their views.”
Board has now desired that a copy of such de-reservation proposals should be sent to that Commission also. This recommendation has been accepted by the Government. It is, accordingly, desired that de-reservation proposal should now be sent to the Railway Board in quadruplicate.
