RBE No. 183/1991: Fixation of Pay – On Promotion

Sub: Recommendation of the IV Central Pay Commission Fixation of Pay on promotion of Railway Board Secretariat Service Officers from Under Secretary/ Deputy Director level to Joint Director to Deputy Secretary Level.                    

1. In continuation of the order is contained in this Ministry’s Order of even number dated 24.04.1991 (RBE No. 78/1991) on the above noted subject, it has further been decided, in consultation with the Ministry of Finance (Department of Expenditure), that the pay of Railway Board Secretariat Services Officers promoted from the post of Under Secretary/ Deputy Director level to Joint Director/ Deputy Secretary level may be fixed by applying the following principle:-

The pay shall be fixed at the higher of the two amounts indicated below:-

(i) The minimum of the time scale of the Selection Grade of RBSS; and

(ii)    The stage in the time scale of the Selection Grade of RBSS equal to the pay of the Officer in Grade-I of RBSS plus Rs.250 or if there is no such a stage, at the next higher stage. 

2.     It has also been decided that in the case of Officers officiating in the Selection Grade of RBSS, on an enhancement of their substantive pay in Grade-I of RBSS, as a result of increment or otherwise, the officiating pay of the officers in the Selection Grade shall be re-fixed in accordance with the above provisions if such a re-fixation is to their advantage.

3.     These orders shall take effect from 01.01.1986.

4.     This issues with the concurrence of Finance Directorate of the Ministry of Railways.
