Assistant Pharmacy Officer – Selection

Sub: Selection for promotion to Group ‘B’ post of  Assistant Pharmacy Officer, Assistant Health Officer, Assistant Health Education Officer and Assistant Physiotherapy Officer in Medical Department.

Ref: Board’s letters No.PC-V/98/I/11/18(A), dated 10.05.1998 (RBE No. 100/1998), and PC-V/97/I/11/12, dated 08.04.1999 (RBE No. 71/1999).

1.     Vide Board’s letters referred to above, Group ‘B’ posts of Assistant Pharmacy Officer, Assistant Health Officer and Assistant Health Education Officer and Assistant Physiotherapy Officer in scale Rs.7500-12000, have been sanctioned. Recruitment Rules for these posts are under finalization in consultation with the UPSC. In the meantime, Board has decided that these posts may be filled on ad-hoc basis by promotion through normal process of selection which will include a written test and viva-voce from among eligible Group ‘C’ staff. The written test shall consist of one paper only covering Technical/ Professional knowledge and Establishment & Finance Rules.

2.     Conditions of eligibility are as under:-

(i)    Assistant Pharmacy Officer: Group ‘C’ Pharmacists with 3 years regular service in the grade of Rs.6500-10500 and higher grades and possessing Degree/ Diploma in Pharmacy from a recognized Institution.

(ii)    Assistant Health Officer: Group ‘C’ Health & Malaria Inspectors with 3 years regular service in the grade of Rs.6500-10500 and higher grades and possessing Degree/ Diploma in Health from a recognized Institution.

(iii) Assistant Health Education Officer: Group ‘C’ staff in the categories of District Extension Educators, Statistical Assistants and Extension Educators having 5 years regular service in the grade of Rs.5500-9000 and higher grades and possessing Degree from a recognized University.

(iv)   Assistant Physiotherapy Officer: Group ‘C’ Physiotherapists having 5 years regular service in the grade of Rs.5500-9000 and higher grades and possessing Degree/ Diploma in Physiotherapy from a recognized Institution.

3.     Constitution of the DPC: Except in the case of Assistant Physiotherapy Officer the DPC will be constituted by the General Manager of the Zonal Railway concerned consisting of 3 Heads of Deptts. including the Chief Medical  Director and the Chief Personnel Officer. If none of the officer constituting the DPC belongs to either Scheduled Caste or Scheduled Tribe, a fourth officer belonging to Scheduled Caste or Scheduled Tribe holding the rank not lower than the Junior Administrative Grade may be nominated. In the case of Assistant Physiotherapy Officer, the DPC will be constituted by the Director General, Railway Health Services, consisting of 3 SAG Officers of Ministry of Railways including one SAG officer each from Health Dte. and Management/ Establishment Dte. A fourth Officer belonging to either SC or ST will also be nominated if none of the 3 officers belongs to SC/ST.

4.     Integrated Seniority list of eligible staff: For the purpose of eligibility list, the seniority of eligible staff of Production Units shall be clubbed with the contiguous Zonal Railway. For the purpose of selection to the post of Assistant Physiotherapy Officer, the seniority list of eligible staff of Zonal Railways and Production Units shall be maintained at Railway Board. Necessary action may please be taken accordingly.
