RBE No. 02/2005: Dieticians & Physiotherapists – Promotion

Sub: Selection for promotion to the floating posts in scale Rs.6500-10500 and Rs.7500-12000 in the cadre of Dieticians and in scale Rs.7500-12000 in the cadre of Physiotherapists.

1.0   In terms of Railway Board’s letter dated 08.01.2004 (RBE No. 09/2004), mentioned above, two higher grades of Rs.6500-10500 (Gr. ‘C’) and 7500-12000 (Gr. ‘B’) have been introduced in the category of Dieticians on functional basis with designations as Senior Dieticians and Assistant Dietetics Officer respectively.

2.0   The Recruitment Rules for filling up the posts of Sr. Dieticians in the pay scale of Rs.6500-10500 have already been laid down in Board’s letter No.E(NG)II/2004/RR-1/22, dated 17.06.2004 (RBE No. 129/2004).

2.1   As regards Group ‘B’ posts of Assistant Dietetics Officer in the pay scale of Rs.7500-12000, it has been decided by the Board that the same may be filled through the normal process of selection consisting of written test and viva-voce (including assessment of record of service) from amongst the Senior Dieticians with three (03) year’s regular service in the pay scale of Rs.6500-10500.

2.2   However, since the pay scale of Rs.6500-10500 has also been introduced w.e.f. 08.01.2004 (RBE No. 09/2004), Board has decided that for selections to the Group ‘B’ post of Assistant Dietetics Officer (Rs.7500-12000) to be held upto 07.01.2007, Senior Dieticians who have rendered a minimum of one year’s regular service in the pay scale of Rs.6500-10500 may be considered eligible.

2.3   Pending finalization of Recruitment Rules for filling up the Group ‘B’ posts of Assistant Dietetics Officer in consultation with UPSC, filling up of the Group ‘B’ posts of Assistant Dietetics Officer as per provisions contained in para 2.1 and 2.2 above will be on ad hoc basis.

3.0 Further, in partial modification of para 3 of Board’s letter dated 08.01.2004 (RBE No. 09/2004), it has been decided by the Board that the seniority of Dieticians and the Senior Dieticians of all Railways will be maintained by Eastern Railway who will conduct the selections for filling up the floating posts of Senior Dieticians and Assistant Dietetics Officer. However, the orders of promotion of the selected employees to the post of Senior Dieticians and the Group ‘B’ posts of Assistant Dietetics Officer will be issued by the Competent Authority of the respective Railways where the empanelled employees may be working.

4.0   Similarly, Board has also reviewed the matter regarding promotion to Group ‘B’ post of Assistant Physiotherapy Officer. In partial modification of para 4 of Board’s orders dated 30.11.1999 referred to above, it has been decided that the selection for promotion to the Group ‘B’ posts of Assistant Physiotherapy Officer, which are also operated on floating basis, will be conducted by Northern Railway. For this purpose, the seniority of the Physiotherapists in Group ‘C’ will also be maintained by Northern Railway. The orders of promotion to the Group ‘B’ posts of Assistant Physiotherapy officer would however, be issued by the General Managers of the respective Railways where the empanelled employees may be working.
