Sub: Refusal for promotion and consequential effect – Promotion against vacancies as a result of up-gradation.
1. Reference instructions contained in this Ministry’s letter of even number dated 28.06.1984 regarding relaxation of conditions attendant on refusal of promotion in respect of promotion against vacancies arising as a result of restructuring ordered in this Ministry’s letters No.PC-III-80/UPG/19, dated 20.12.1985 and PC-III/83-UPG/3, dated 01.05.1984.
2. The Ministry of Railways have since decided that the instructions contained in their letter of 28.06.1984 referred to above will apply mutatis-mutandis in respect of promotions against vacancies arising as a result of restructuring ordered in their letter No.PC-III/84/UPG/9, dated 18.11.1984 also.
