RBE No. 28/1987: Promotion – Minimum Service Condition in Lower Grade

Sub: Recommendations of Railway Reforms Committee in Part IX of their report on “Personal” matters – Instructions regarding.

1. The railway Reforms Committee in Part IX of the report have made the following recommendations:-

Recommendation No. Gist of the recommendation
139 A minimum experience criteria be laid down for each promotion which should equally be applicable to all employees irrespective of whether they are on reserved list or not.
141 Zone of consideration for promotion should be same for all employees viz the immediate grade below.

2. The Ministry of Railways have accepted the above recommendations and decided as follows:-

(i) The minimum period of service for eligibility for promotion within Group ‘C’ shall be two years in the immediate lower grade irrespective of whether the employees belong to reserved community or not.

(ii) Service for this purpose shall be the service actually rendered on regular basis. Service rendered on ad-hoc basis shall, however, be taken into account for this purpose if it is followed by regularization without break.

(iii) The condition regarding minimum service has to be fulfilled at the time of actual promotion in the same manner as in the case of “Safety Categories” as laid down in this Ministry’s letter No.E(NG)I-75-PM1/44, dated 26.05.1984.

(iv) Wherever longer length of service in the lower grade has been stipulated as a condition of eligibility for promotion in any particular category, the same will continue to hold good.
