RBE No. 179/1999: Additional Increments – To Stock Verifiers

Sub: Granting DA etc. on three additional increments granted to Stock Verifiers on qualifying Appendix-IVA (IREM) Exam – Clarifications thereon.

1. Please refer to this Ministry’s letter of even number dated 08.05.1996 (RBE No. 43/1996), and 25.05.1999 (RBE No. 120/1999) wherein it was clarified that consequent upon introduction of Forth Pay Commission’s scale of pay, additional increments granted to Stock Verifiers on qualifying Appendix-IVA exam do not form a part of the Basic pay for various purposes.
2. Queries have been received from some of the Railway Administrations whether these Additional increments can be reckoned for fixation of pay on promotion. The question has been examined in detail keeping in view the background of these incentive increments and it is clarified that these increments cannot also be taken into account for fixation of pay on promotion to higher grade.
3. Board has also decided that:-

(a) If individual Railway Administrations have regulated the cases of fixation of pay of concerned staff on promotion to higher grades otherwise, prior to 08.05.1996, these cases need not be reopened.
(b) In the case of promotions made on 08.05.1996 onwards, re-fixation of pay should immediately be made, if not already done, as per above clarifications. Over payments, in such cases, wherever made, should also be immediately recovered except where any specific order to the contrary has been issued by any Court of Law.
(c) If there are any individual petitions/ writ petitions/ appeals pending on the issue in any Court of Law to which Railway Administration is a party, stay-orders issued in these cases should be honoured in respect of individuals concerned notwithstanding the clarifications/ instructions contained in this letter so as to avoid any contempt of court.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
5. Action taken in this regard may please be advised to Board’s office immediately.
