RBE No. 146/2019: Leased Accommodation – Retention – On Transfer

Sub: Allowing retention of leased accommodation at previous place of posting to Railway Officers (i) on their transfer to N.F. Railway & (ii) on the ground of education of the ward till the end of academic session of 10th or 12th class plus 15 days as on the pattern of similar permissions granted in the case of staff quarters.

1. Reference is invited to Railway Board’s letter dated 09.01.2019 under reference (i) whereby Railway Officers have been permitted to retain the Railway quarter upto 30.06.2021 or till revised orders on the subject are issued whichever is earlier at the place of their previous posting on their transfer and posting to North Frontier Railway (NFR).
2. It has now been decided by full Board to extend the facility of retention of leased accommodation at previous place of posting to officers on transfer to N.F. Railway at par with the retention of official accommodation. This permission is subject to the following terms and conditions:-
(i) Retention may be allowed at the previous place of posting up to 30.06.2021 or till revised orders on the subject whichever is earlier.
(ii) Since the retention of ‘leased accommodation’ at the previous place in favour of officers who have been transferred and posted to NFR is allowed for bonafide use of the dependent family of transferred Railway officer, the officer will have to furnish certificate on 1st July and 1st January of every year that the dependent family are actually residing in the leased accommodation at the last station of his/her posting.
(iii) The request for retention of ‘leased accommodation’ at the last station of his/her posting should be received within a period of one month from the date of relinquishing the charge at the last station of posting, so that further necessary action will be initiated by the controlling authority in time.
(iv) As soon as vacant Railway quarter as per the entitlement of officer are offered, he/she will have to vacate the leased accommodation and the lease would be terminated immediately/ would be incorporated in the leased agreement itself.
3. Full Board has further decided to extend the facilities of retention of leased accommodation at previous place of posting to officers on transfer on educational ground till end of academic session of 10th/ 12th class at par with the retention of official accommodation in terms of Board’s letter under reference (ii).
4. This issues with the concurrence of Finance Directorate of the Ministry of Railways.
