Sub: Calculation of vacancies for selection posts.
Ref: Board’s letter No.E(NG)I-80/PM1/21, dated 25.01.1983.

1. In terms of para 215(f)(i) of IREM, Vol-I, 1989, the assessment of vacancies for selection posts within a cadre will include the existing vacancies and those anticipated during the course of next one year plus 20% of the anticipated vacancies for unforeseen contingencies 50% of the number of posts which exist in the grade under consideration in a construction organization of a period of one year on the assessment date and which are likely to continue are required to be taken into account.
2. Pursuant to the Supreme Court’s judgment in R.K.Sabharwal Vs. State of Punjab (AIR 1995 SC 1371), Union of India Vs. Virpal Singh Chauhan (AIR 1996 SC 442) and Union of India Vs. J.C.Malik, detailed instructions have been issued under Board’s letter No.95-E(SCT)I/49/5(2), dated 21.08.1997 (RBE No. 114/1997) regarding post-based reservation rosters. These instructions have necessitated a review of the above 4 method of calculation of vacancies for selection posts in respect of anticipated vacancies and the vacancies in the construction organization including Railway Electrification so that the element of uncertainty and the possibility of SC/ST being under represented vis-à-vis the percentage of reservation prescribed for them in promotion, at any point of time are reduced.
3. Accordingly, the matter has been considered by the Board and it has been decided that besides the existing vacancies, the vacancies anticipated during the next 15 months should be taken into account, the provision for unforeseen vacancies to deactivate of 20% of the anticipated vacancies to cater of unforeseen contingencies existing at present, being deleted. Further, all the vacancies, if any existing and reported upon by a construction organization including Railway Electrification and other projects should also be taken into account.
4. Accordingly, the Indian Railway Establishment Manual, Vol-I (1989 Edition) may be amended as in the Advance Correction Slip No. 30 enclosed.

Para 215(f)(i), Chapter II, Section ‘B’ of IREM, Vol-I, 1989 (1989 Edition) may be amended to read as under:-

“215(f)(i):- The assessment of vacancies for selection posts within the cadre will include the existing vacancies and those anticipated during the course of the next 15 months. All the vacancies, if any, existing and reported upon by a construction organization including Railway Electrification and other projects should also be taken into account. For selection for ex-cadre posts actual vacancies plus those anticipated in the next two years should be taken into account”.

    Sir, I want to know the rule of promotion of from from level-6 to level -7 i. e. From je/ tele to sse/ tele, and assessment rule of post for promotion, Will the level 8 i. e g. P 4800/ be considered in 80% in dpq for promotion in level-7
    .
