RBE No.134/2007: Transfer from one Railway/Division/Unit to another

Sub: Transfer from one Railway/Division/Unit to another Railway/Division/Unit on request on bottom seniority and on mutual exchange basis.

 

1. In terms of instructions contained in this Ministry’s letter of even number dated 14.08.2007 (RBE No.107/2007), mutual transfer have been restricted between employees belonging to the same community as the change disturbs roster points in the post based roster. However, no restriction has been imposed on transfers on bottom seniority in recruitment grades. In the context of these instructions, the following doubts have been raised:-

(i) Weather the restriction does not apply to employees belonging to OBCs as the same has not been mentioned in the instructions ibid, and
(ii) Whether the restriction on mutual transfer will apply when such transfers take place in recruitment grades.

2. The matter has been considered carefully and the same is clarified item-wise as under:-

(i) There being no reservation in posts filled by promotion for OBCs, the term “General” should include OBCs also. In other words, staff belonging to General/OBC category may contract mutual transfer with staff belonging to General/OBC.
(ii) In view of the fact that instructions do not impose any restriction on transfer on request on bottom seniority in the recruitment grades, mutual transfers in the recruitment grades will also be allowed without restriction provided:-

(a) The posts in the grade are entirely filled by direct recruitment from open market, e.g. the category of Staff Nurse in grade Rs.5000-8000; and
(b) In cases where posts in the grade are partly filled with promotion and partly by direct recruitment, both the employee seeking mutual transfer should have been recruited directly from the open market, the intention being that both of them should be born in the post based roasters maintained for direct recruitment. In other words, if one or both the employees are born in the post-based roasters maintained for promotion, the restriction on mutual transfer as per instructions dated 14.08.2007 (RBE No.107/2007) will apply.

    I am promoted candidate from helper to tech.3rd .my partner is direct rrb recruited & ITI holder. We are both belong general category .can I exchange mutual transfer?

      Recruitment Rules related with Artisan-III category are contained in Para 159 of IREM according to which (1) 25% plus shortfall against LDCE quota to be filled from open market, (2) 25% from serving semi-skilled & un-skilled having qualification of Act Apprentice and (3) 50% by promotion from lower grade. As induction in Railways of both of you are from two different sources, your mutual transfer will adversely affect above percentage therefore in our opinion mutual in your case not to be permitted. Please see para 2(ii)(b) of RBE No.134/2007.

    I am rrb recruited technician fitter in c&w dept. Want to mutual from a promoted tech 3 fitter c&w .we both have same community and same medical standard. We don’t have same qualification as I am rrb candidate so I have ITI DEGREE promoted condidate have only 10 th pass . Does it possible our mutual can take place.

    Separate DR & Departmental quota is prescribed in Technician-III, as such mutual should not be allowed as this will create an imbalance in prescribed percentage at both the places. Technician-II has no DR quota. Mutual can be in Technician-II under the terms & conditions of mutual.

    Is mutual transfer possible between UR and OBC category for JE/C&W in case both the candidates were directly recruited through RRB?
    Is the roster points related to.post based roster going get affected by the transfer?

    I applied for own Request (Spouse Ground ) Transfer from Matunga Workshop to RWSS/Raipur . I appointed in JE/Mech in OBC Category at Matunga Workshop. My application received from RWSS/Raipur for further acceptance but RWSS/R not accept to me in General Category. Now I know about RWSS/Raipur accept to me in General category as per your above Board Letter No.

    Sir I m Sr. Goods guard 4200grade promoted I get mutual transfer with Sr. Goods guard 4200grade .both are general category. I m compensation based joined as TNC promoted in goods guard. He was RRB selected candidate in goods guard promoted in 4200grade.Is our mutual transfer permited or not

      and category obc but i want matual transfer to compersetion ground in same post i.e grade 1 .but there community is st so can will be matual transfer in same department

    में आर.आर.बी डारेक्ट रीक्रुटमेन्ट से फिटर ग्रेड-III भर्ति हुआ हु. मेरा 6 माह का ट्रैनिंग हुआ था और मेरे साथ मेरे डेपो मे हि क्म्पेशसन ग्रांउंड में 3 साल की ट्रैनिंग वाला बंदा था उसकी ट्रैनिंग मेरे बाद पुरी हुइ मेरा 1 माह पहले ट्रैनींग पुरी हुइ बाद मे जोइनिंग के लिए बिठा रखा और बाद मे मेरा जोइनिंग लेटर एक दिन पहले निकाला और कम्पेशेस न वाला बंदा का लेटर दुसरे दिन निकाला मेने BEFORE जोइनिंग और उस बंदे ने AFTER NOON जोइनिंग हुआ तो सिनियर कौन होगा?

    Sir i am tc 2000 gd pay rrb recruitment obc candidate mutual transfer with tc 2000 gd pay rrb recruitment st candidate. My recruitment date is 2017 and my mutual partner recruitment date is 2015.he got my seniority 2017 but i did get my seniority 2017.how it is possible that he got my seniority 2017 but i did not get my seniority 2017.what is the rule for mutual transfer in recruitment grade obc candidate to St candidate if both are rrb candidate with same grade pay. Please help me sir and give reply.

    मेरा म्यूचुअल ट्रान्सफर हुआ है डिफ़्रेंट ग्रेड मे मेरा सीनियर कार्यालय अधीक्षक के पद पर था और मै वरिष्ठ लिपिक के पद पर था , मेरे सीनियर को मेरी सीनियर को मेरी वरीयता मिल ज्ञी है और मुझे कौन सी वरीयता मिल सकती है दोनों मे से मै लोअर था , नई यूनिट मे मै कौन सी वरीयता मे रहूँगा
