Sub: Circulation of list of elected office bearers of all India OBC Railway Employees Association functioning on Zonal Railways/ PUs
Ref: Board’s letter No.96-E(SCT)I/71/5, dated 28.08.1997, No.2013-E(SCT)I/71/2, dated 11.02.2013.
1. As per extent norms and as per the announcement made by Minister for Railways in the Parliament all the facilities available to All India SC/ST Railway Employees Association has been extended to All India OBC Railway Employee’s Federation/ Association at par. But the functioning and bye-laws of both the Association i.e. SC/ST and OBC Associations are different and not at par. All the Zonal OBC Associations functioning on Zonal Railways/ PUs have different bye-laws registered by the Society Registrar at their respective Zonal Headquarters. These Zonal OBC Association have federated themselves as a Federation and formed Central Executive Committee of “All India OBC Railway Employees Federation” in the year 1998 and their inter-relationship are regulated in terms of para 7, 8 and 20 of the bye-laws of OBC Federation. However, it is seen that very few Zonal OBC Associations who have been disaffiliated by the CEC of OBC Federation or not affiliated themselves with the CEC, are functioning on the respective zones and in terms of Board’s letter 28.08.1997 all the Zonal OBC Association (including disaffiliated) who fulfills certain terms and conditions have been provided with certain facilities.
2. Accordingly, in partial modification of Board’s letter No.96-E(SCT)I/71/5, dated 28.08.1997, to have parity with SC/ST and OBC Association, the following terms and conditions may also be included;
(i) “The list of elected office bearers of All India OBC Railway Employees Association of Zonal/ PUs affiliated with CEC of AIOBCREF should be circulated duly approved and under joint signatures by the President and General Secretary of the CEC of AIOBCREF for circulation by the Railway Administration as done in the case of SC/ST Association vide Board’s letter dated 16.06.1994 and 10.01.1995.”
(ii) “The member/office bearers of the affiliated Zonal OBC Association with OBC Federation can only participate in the General Body Meetings/ elections of the OBC Federation.
3. Necessary action may be taken accordingly
