IREM Rule No.902 : Definitions
902. Definitions:-
In the provision of these rules, the following terms shall have the meaning assigned to them for the purpose of payment of Running and other Allowances to the running staff:-
इन नियमों के उपबंध में निम्नलिखित पदों का अर्थ रनिंग कर्मचारियों को रनिंग और अन्य भत्तों के भुगतान के प्रयोजनार्थ समनुदेशित अर्थ से होगा:-
(i) “Competent authority” means the President of India or any authority to whom the power to amend or interpret these Rules may be delegated or any authority in whom powers are vested by or under these Rules.
“सक्षम अधिकारी” का अर्थ है भारत के राष्ट्रपति या कोई ऐसा प्राधिकारी, जिसे इन नियमों में संशोधन करने या उनकी व्याख्या करने की शक्ति प्रत्यायोजित की जाए या कोई ऐसा प्राधिकारी जिसमें इन नियमों द्वारा या इन नियमों के अंतर्गत शक्तियां निहित हों ।
(ii) “Day” means a calendar day beginning at midnight of a day/ date and ending at midnight of the following day/ date. The concept of “Rostered Day” as existing hitherto shall be abolished with effect from 01.08.1981.
“दिन” का अर्थ है किसी दिन/ तारीख की मध्यरात्रि से शुरू होकर आगामी दिन/ तारीख की मध्यरात्रि को समाप्त होने वाला एक कैलेंडर दिन, अब तक प्रचलित “रोस्टर्ड दिन” की संकल्पना 01.08.1981 से समाप्त कर दी जाएगी ।
(iii) “Running duties” mean duties directly connected with the movement of trains and performed by running staff while employed on moving trains or engines including shunting engines.
“रनिंग ड्यूटी” का अभिप्राय है गाड़ियों के संचलन से प्रत्यक्षत: संबंधित और शंटिंग इंजनों सहित चलती गाड़ियों या इंजनों पर नियोजित रनिंग कर्मचारियों द्वारा की गई ड्यूटी ।
(iv) “Running staff” performing “running duties” shall refer to Railway servants of the categories mentioned below:-
रनिंग ड्यूटी करने वाले रनिंग कर्मचारी निम्नलिखित कोटियों के रेल कर्मचारी कहे जाएंगे:-

(v) “Running Allowance” means an allowance ordinarily granted to running staff in terms of and at the rates specified in these rules, and/or modified by the Central Government in the Ministry of Railways (Railway Board), for the performance of duties directly connected with charge of moving trains and includes a “Kilometrage Allowance” and “Allowance in Lieu of Kilometrage” but excludes special compensatory allowances.
रनिंग भत्ते का अर्थ है चलती गाड़ियों के प्रत्यक्षत: संबंधित कार्यों के निष्पादन के लिए इन नियमों में विनिर्दिष्ट, और/अथवा केंद्रीय सरकार रेल मंत्रालय (रेलवे बोर्ड) द्वारा आशोधित शर्तों और दरों पर रनिंग कर्मचारियों को साधारणतः प्रदान किए जाने वाला भत्ता जिसमें “किलोमीटर दूरी भत्ता और किलोमीटर दूरी के बदले भत्ता” शामिल है परंतु विशेष प्रतिकर भत्ते शामिल नहीं है ।
(vi) “Terminal” means station/ yard from which trains start after formation or the station/ yard at which they terminate and does not include Roadside stations.
“टर्मिनल” का अर्थ है वह स्टेशन/यार्ड जहां से गाड़ियां बनकर चलती हैं और जहां पर वह समाप्त हो जाती हैं ।
(vii) “Shunting (Section or pick-up) train” means a scheduled goods train regularly run for picking up and detaching wagons, either loaded or empty, at roadside stations.
“शंटिंग (सेक्शन या पिक अप) गाड़ी” का अर्थ है मार्गवर्ती स्टेशनों पर लदे हुए या खाली माल डिब्बों को जोड़ने या अलग करने के लिए नियमित रूप से चलने वाली अनुसूचित मालगाड़ी।
(viii) (a) “Emergency shunting” includes attaching/ detaching of all wagons which have developed hot axles or wagons which are not fit to run.
“आपातकालीन शंटिंग” में ऐसे सभी माल डिब्बों को जोड़ना और अलग करना शामिल है जिसके गर्मधुरा और मालडिब्बे चलने के अनुपयुक्त हैं ।
(b) “Occasional shunting” includes all attaching/ detaching of inspection carriages.
“यदाकदा शंटिंग” में निरीक्षण डिब्बों को जोड़ना और अलग करना शामिल है ।
(ix) “Through Goods Trains” means a train which is scheduled to run from one terminal to another (including those stabled enroute and stabled trains which are picked and cleared) and which ordinarily has shunting planned at only one station/ point with one emergency or occasional shunting, with provision for shunting at one or more station/ point in exceptional circumstances. It includes light engines run on traffic account.
“थ्रू मालगाड़ी” का अर्थ है ऐसी गाड़ी जिसका एक टर्मिनल से दूसरे टर्मिनल तक (इसमें मार्ग में खड़ी गाड़ियां और वे खड़ी गाड़ियां शामिल हैं जिन्हें मार्ग से हटाया जाता है) चलना निर्धारित है और एक आपातकालीन या यदाकदा शंटिंग सहित जिनकी शंटिंग की योजना साधारणतः केवल एक स्टेशन/स्थान पर की गई हो परंतु आपवादिक परिस्थितियों में एक या अधिक स्टेशन/स्थानों पर शंटिंग के लिए व्यवस्था होती है । यातायात के कारण चलाए जाने वाले खाली इंजन भी इसमें शामिल हैं ।
(x) “Tranship (van) train” means a scheduled goods train regularly run for picking up and delivering consignments of smalls at stations. SQT/ ASQT services which were hitherto covered under this category shall be discontinued with effect from 01.08.1981.
“यानान्तरण (वैन) गाड़ी” का अर्थ स्टेशनों पर फुटकर परेषण उठाने और उनका परिदान करने के लिए नियमित रूप से चलाई जाने वाली किसी (शेड्यूल्ड) मालगाड़ी से है। एस.क्यू.टी/ए.एस.क्यू.टी. सेवाएं, जो अब तक इस कोटि के अंतर्गत आती थीं, 01.01.1981 से समाप्त कर दी गई हैं ।
(xi) “Shunting/ Van Goods/ Works train” means a goods train which is run to perform scheduled sectional work and which is required to do shunting at more than one station/ point and which may also be required to do emergency/ occasional shunting.
“शंटिंग/वेन गुड्स/वर्क्स गाड़ी” का अभिप्राय उस मालगाड़ी से है जिसे अनुसूचित खंडीय कार्य करने के लिए चलाया जाता है और जिसके लिए एक से अधिक स्टेशनों/स्थान पर शंटिंग करना अपेक्षित है और जिसके लिए आपातकालीन यदाकदा शंटिंग करना भी अपेक्षित हो ।
(xii) “Ballast, Material and Crane, Specials” means trains working on departmental account for the carriage of ballast or material or for the haulage of cranes,
“गिट्टी सामग्री और ट्रेन विशेष” का अभिप्राय है गिट्टी या सामग्री की ढुलाई के लिए अथवा केंद्रों के कर्षण के लिए विभागीय लेखे में चलने वाली गाड़ियां ।
(xiii) “Breakdown and Medical Relief Train” means train working on departmental account on breakdown duties or for providing medical relief on account of accidents etc.
“ब्रेकडाउन और चिकित्सा राहत गाड़ी” का अभिप्राय है ब्रेक डाउन ड्यूटी अथवा दुर्घटना आदि के कारण चिकित्सकीय राहत उपलब्ध कराने के लिए विभागीय लेखों में चलाए जाने वाली गाड़ी।
(xiv) “Light engines on mechanical account” means light engines proceeding for repairs to shops/sheds after repairs in shops to sheds and after temporary repairs to shops when they are unfit to work a train.
“यांत्रिक कारणों से खाली इंजन” का अभिप्राय है वे खाली इंजन जो किसी गाड़ी को संचालित करने में अनुपयुक्त होने पर मरम्मत के लिए शॉप/ शेडों को, शॉप में मरम्मत के बाद शेडों को और अस्थाई मरम्मत के बाद शेडों या शॉपों को जा रहे खाली इंजन ।
(xv) “Departmental train” means a train working on departmental account and includes Ballast Trains, Breakdown relief trains, material trains and light engines on mechanical account. It also includes the following services:-
“विभागीय गाड़ी” का अर्थ है विभागीय लेखों में संचालित की जाने वाली कोई गाड़ी जिसमें शामिल है – गिट्टी गाड़ियां, ब्रेक डाउन राहत गाड़ियां, सामग्री गाड़ियां और यांत्रिक खराबी के कारण खाली इंजन । इसमें निम्नलिखित सेवाएं भी शामिल हैं:-
(a) Unloading coal or pump boiler at the pump houses while working light engine or train;
किसी खाली इंजन या गाड़ी को संचालित करते समय पंप घरों पर कोयले या पंप बॉयलर की उतराई;
(b) Light engine ordered with engineering representatives to certify the track;
रेल पथ का प्रमाणन करने के लिए इंजीनियरी प्रतिनिधियों के साथ आदिष्ट खाली इंजन;
(c) Light engine ordered with water tender from one station to another.
एक स्टेशन से दूसरे स्टेशन तक पानी टेंडर के साथ आदिष्ट खाली इंजन ।
The following services are to be treated as ordinary services:—
निम्नलिखित सेवाएं साधारण सेवाओं के रूप में मानी जाएंगी –
(a) Inspection specials or specials with Railways Officials in cases of emergency e.g. GM’s Inspection specials, Divisional Inspection Specials;
निरीक्षण विशेष या आपातिक में रेल अधिकारियों के साथ विशेष, जैसे महाप्रबंधक की निरीक्षण विशेष गाड़ियां, मंडल निरीक्षण विशेष;
(b) “Damaged rake specials and trial rake specials”.
क्षतिग्रस्त रेक विशेष और प्रशिक्षण रेक विशेष ।
(xvi) (a) “Stationary posts” refers to all posts excluding those specified under item (iv).
“स्थाई पदों (स्टेशनरी पोस्ट)” का अर्थ मद (iv) के अधीन विनिर्दिष्ट पदों से भिन्न शेष सभी पदों से है।
(b) “Stationary duties” refers to duties performed other than running duties specified under item (iii).
“स्थाई ड्यूटी (स्टेशनरी ड्यूटी)” का अर्थ है मद (iii) के अधीन विनिर्दिष्ट ड्यूटी से भिन्न निष्पादित की गई ड्यूटी ।
(xvii) “Regulations” means the Hours of Employment Regulations in so far as they apply to running staff.
जहां तक रनिंग कर्मचारियों पर लागू होने का संबंध है, “विनियमन” का अर्थ है काम के घंटे विनियम ।
(xviii) “Signing on” and “Signing off” shall have the same meaning as in Hours of Employment Regulations.
“साइनिंग ऑन” और “साइनिंग ऑफ” का अर्थ वही होगा जो काम के घंटे विनियम में निहित है।
