Sub: Creation of Vacancy Bank in Railway Board.
Kindly refer to E. Rly’s letter No.E-11/0/PS III//RBS, dated 12th January, 2000 enclosing therein statement of Vacancy Bank for the month of December, 2000.
It has been mentioned therein that powers for creation of posts have not been delegated to authorities lower then GM and therefore the Railway would be crediting only 5% of the money value to Railway Board’s Vacancy Bank from their Bank.
In this connection, attention is invited to the fact that Board’s letter No.E(MPP)96/1/15, dated 26.06.1996 stipulating 5% of the money value of the surrendered posts being credited to Railway Board’s Vacancy Bank through a monthly statement was modified vide Board’s letter No.E(G)98/EC-2-8/98, dated 03.08.1998 in which it was advised that 25% of the money value of all posts surrendered in the Zonal Railways such as Division, Workshops and Extra Divisional Units be transferred to Railway Board for crediting to the Railway Board Vacancy Bank.
The point raised by Eastern Railway has been considered by the Board and it is clarified that credit of 25% of the money value from the Zonal Railways Vacancy Bank to the Railway Board’s Vacancy Bank is independent of the delegation of powers to authorities lower than the General Manager.
