Sub: Transfer on request from one seniority unit to another Unit against direct Recruitment quota.
1. In terms of instructions contained in this Ministry’s letter No.E(NG)I/99/TR/5, dated 08.02.2000 (RBE No.24/2000), transfer on request of Railway employees from one Railway/ Division/ Unit to another Railway/ Division/ Unit in grades having an element of direct recruitment against DR quota post is accepted on bottom seniority if the employee possesses the educational qualification prescribed for direct recruitment to the post to which transfer is sought for.
1.1. Prior to issue of instructions contained in Board’s letter No.E(NG)II-98 RR1/107, dated 04.12.1998 (RBE No.277/1998), prescribing the minimum educational qualification for recruitment to Group ‘D’ posts in the pay scale of Rs.2550-3200 (RSRP) and Rs.2610-3540 (RSRP) as class VIIIth pass, no qualification for induction in Group ‘D’ was in force except in the case of Diesel/ Electric/ EMU sheds and TMO for some time.
1.2. In a few cases, qualifications for recruitment to Group ‘C’ posts have also been revised in the recent past, e.g., Junior Engineer Gr.II (Signal) and (Telecommunication) and Supervisor (P. Way). In case of recruitment to the post of Technician for Gr.III in the pay scale of Rs.3050-4590 the qualification of Matriculation has been retained only for appointment on compassionate ground.
2. The question whether Group ‘D’ employees recruited prior to 04.12.1998 without the condition of qualification and these recruited to Group ‘C’ posts with pre-revised qualification wherever the qualifications have been revised, should be made eligible for transfer on request on bottom seniority in grades having element of direct recruitment, has been considered carefully by the Board. The issue has been raised in the PNM-NFIR and by AIRF as well. It has been decided as follows:-
(i) Group ‘D’ staff recruited prior to 04.12.1998 without the condition of qualification and those recruited after 04.12.1998 with relaxation of qualification will be eligible to seek transfer on request in recruitment grade on bottom seniority.
(ii) In Group ‘C’ in cases where qualification for recruitment has been revised, those recruited with pre-revised qualification will be eligible to seek transfer on request on bottom seniority in recruitment grade. However, in case of Technician Gr.III since qualification of Matriculation has been retained, though only for appointment on compassionate ground a person having the qualification of Matriculation irrespective of whether he is a promotee or direct recruit, will be eligible to seek transfer on request on bottom seniority as Technician Gr.III against direct recruitment quota post.
