1. The Commissioner of Railway Safety, South-Eastern circle, who enquired into the train accident between 1 CA Passenger and detailed Wagon of UP NDTHK Goods on South-Eastern Railway on 14.01.1984 has in his report observed as under:
“The procedure and rules for Protection of Lines by Drivers and Guards of Trains in double and multiple line sections should be drilled into them by counselling and in training courses so that there can be no doubt in their minds as to the action to be taken by them in an emergency. This is best lone by asking them to physically demonstrate the action to be taken and not through class room lectures. It would be still more desirable if such emergency procedures are carried out to be done within a given time limit in these drills.”
2. The standard syllabi for Fireman, Shunters, Drivers (Steam) and Diesel Driers have already been circulated in Board’s letter No.E(Trg.)73 (30)/14, dated 03.04.1976 and No.E(Trg.)81 (21)/7, dated 20.05.1981 for imparting training in different aspects of signalling to minimise rail accidents.
3. The Railway Ministry, on consideration of CRS, SE circle’s observation referred to above, have further decided that a demonstration of the procedure for the protection of lines in which the trainee is required to take active part, should form part of the training programme during promotional and refresher courses for drivers, shunters, diesel assistants and firemen.
