Training: RBE No.111/1986 – Railway Accident Enquiry Committee (Sikri Committee)

Sub:   Training to Class-IV staff of C&W Deptt. on their first promotion semi-skilled/ skilled/ highly-skilled grade.

1. The Railway Accident Enquiry Committee, 1978 (Sikri Committee) vide their Recommendations No.41(i) & (ii) in part 11 of their report have recommended as follows:

“41(i) All staff in the Carriage and Wagon department on first promotion to semi-skilled, skilled and highly skilled grades should be given intensive training for an appropriate period before they are placed in their new positions.

(ii)    Safaiwalas of the carriage and wagon department who have been promoted into semi-skilled/ skilled grade should be given, special intensive course at the earliest. The course content would take into account the educational background of such staff.”

2.     The above recommendations of the Sikri Committee have since been accepted by the Government in principle subject to ban/ economy instructions in force from time to time and availability of funds for:

(a)   creation of adequate trainee reserve; and

(b)   creation of a training capacity adequate for this purpose.

3.     The recommendation of the RAEC-78 as reproduced above may be implemented as per decision of this Department referred to in para 2 above.
