Sub: Pay scales of Time Keepers.
1. The matter relating to allotment of appropriate pay scales to Time Keeping Staff working in South Eastern Railway and Diesel Components Works, where Time Keeping Staff form separate cadre distinct from the Ministerial Cadre has been under consideration of the Ministry of Railways for some time past. The Ministry have noted that the recruitment pattern in the above Railways conforms to the pattern prescribed for the Ministerial staff with the following essential characteristics.
(i) Induction at the level of Junior Time Keepers takes place in accordance with a pattern, which includes direct recruitment through RRBs to the extent of 66-2/3% from amongst candidates possessing qualification of matriculation; and
(ii) Induction at the level of Senior Time Keepers takes place in accordance with the existing pattern for Senior Clerks, which includes direct recruitment through RRBS to the extent of 20% from amongst candidates possessing qualification of graduation and 13-1/3% through Limited Departmental Competitive examination held by RRBs from amongst serving staff in the grade Rs.3050-4590.
2. The Ministry of Railways, with the approval of the President, have accordingly decided that subject to the conditions mentioned in para 1(i) and (ii) above being satisfied w.e.f. 01.01.1996, the following pay scales should be allotted to the Time Keeping Staff of South Eastern Railway and Diesel Components Works w.e.f. 01.01.1996:
