Teachers: RBE No.50/2022 – Minimum Qualifications for Recruitment/ Promotion

Sub: Amendments in the norms of minimum qualifications for recruitment/ promotion of teachers for classes I to VIII in Railway Schools (Primary and Trained Graduate Teachers).
Ref: Railway Board’s letter No.E(P&A)I-2012/PS-5/PE-3, dated 09.12.2013 (RBE No.127/2013).
1. Attention is invited to Railway Board’s letter under reference vide which the minimum qualification for recruitment/ promotion of teachers for classes I to VIII were laid down in line with National Council for Teachers Education’s (NCTE’s) Gazette Notifications dated 23.08.2010 & 29.07.2011 for these categories of teachers. NCTE’s notifications dt. 23.08.2010 & 29.07.2011 have further been amended vide their subsequent notifications dated 28.06.2018, 13.11.2019 & 13.10.2021.
2. Accordingly, the issue of updating the existing minimum qualifications contained in the Annexure of Board’s letter dated 09.12.2013 in line with those amended by NCTE in its subsequent notifications dated 28.06.2018, 13.11.2019 & 13.10.2021 has been examined and it has been decided to update these qualifications as indicated in the annexure to this letter. There is no change in other existing qualifications.
3. These revised norms of minimum qualifications will take effect from the date of issue of this letter. Any selections already initiated would be conducted and finalized based on the notifications already issued.
4. In the context of Central Railway’s query pertaining to the six-month Bridge Course in Elementary Education recognized by the NCTE which is mandatory for appointment as primary teacher (for Classes I to V) within two years of such appointment as primary teacher, it is stated that at present the six-month Bridge Course is not being conducted by any of the Institutions and that NCTE is developing the norms & standards and curriculum for the said course which may take some time to finalize. Therefore, all Railways are advised to follow the existing provisions in regard to appointment of primary teachers as contained in Board’s letter dated 09.12.2013 till such time the six-month Bridge Course is conducted by the National Institute of Open Schooling (NIOS). This disposes of Central Railway’s letter No.P/CR-HQ/W/458/KYN, dated 29.09.2021.

Annexure
(I) For point ‘1. QUALIFICATIONS FOR TEACHING POSTS IN RAILWAY SCHOOLS’ of Annexure of Board’s letter dated 09.12.2013, the following shall be substituted, namely:-
1. QUALIFICATIONS FOR TEACHING POST IN RAILWAY SCHOOLS:
A. Primary Teachers (Rs.9300-34800 + 4200/ 4600/ 4800) {Classes I – V}:-
(i) Senior Secondary (or its equivalent) with at least 50% marks and 2 year Diploma in Elementary Education (by whatever name known)
OR
Senior Secondary (or its equivalent) with at least 45% marks and 2 year Diploma in Elementary Education (by whatever name known), in accordance with the NCTE (Recognition Norms and Procedure), Regulations, 2002.
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4 year Bachelor of Elementary Education (B.EI.Ed.)
OR
Senior Secondary (or its equivalent) with at least 50% marks and 2 year Diploma in Education (Special Education).
OR
Graduation and two year Diploma in Elementary Education (by whatever name known)
OR
Graduation with at least 50% marks and Bachelor of Education (B.Ed.)
OR
Post Graduation with a minimum 55% marks or equivalent grade and three year integrated B.Ed.-M.Ed.
AND
(ii) Pass in the Teacher Eligibility Test (TET), to be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE for the purpose.
B. Trained Graduate Teachers (Rs.9300-34800 + 4600/ 4800/ 5400) {Classes VI – VIII}:-
(i) Graduation (in the teaching subject) and 2 year Diploma in Elementary Education (by whatever name known)
OR
At least 50% marks either in Graduation (in the teaching subject) or in Post Graduation (in the teaching subject) and B.Ed.
OR
Graduation (in the teaching subject) with at least 45% marks and 1 year Bachelor in Education (B.Ed.), in accordance with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard.
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4 year Bachelor in Elementary Education (B.EI.Ed.)
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4 years B.A./ B.Sc.Ed. or B.A.Ed./b.Sc.Ed.
OR
Graduation (in the teaching subject) with at least 50% marks and 1 year B.Ed. (Special Education)
OR
Post Graduation (in the teaching subject) with a minimum 55% marks or equivalent grade and three year integrated B.Ed.- M.Ed.
AND
(ii) Pass in the Teacher Eligibility Test (TET), to be conducted by the appropriate Government in accordance with the Guidelines frame by the NCTE for the purpose.
Provided that minimum percentage of marks in graduation shall not be applicable to those incumbents who had already taken admission to the Bachelor of Education or Bachelor of Elementary Education or equivalent course prior to the 9th December, 2013.
AND
Competence to teach through the medium/ media as required.
(II) For point ‘3. Training to be undergone’ of Annexure of Board’s letter dated 09.12.2013, the following shall be substituted, namely:-
3. Training to be undergone:- A person –
(a) who has acquired the qualification of Bachelor of Education from any NCTE recognized institution shall be considered for appointment as a teacher in classes I to V provided the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the NCTE, with two years of such appointment as primary teacher.
(b) With D.Ed. (Special Education) or B.Ed. (Special Education) qualification shall undergo, after appointment an NCTE recognized 6 month Special Programme in Elementary Education.
(c) Who has acquired the qualification of three year integrated B.Ed.-M.Ed. from any National Council for Teacher Education recognized institution shall be considered for appointment as a teacher in classes I to V;
Provided that the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the National Council for Teacher Education, within two years of such appointment as primary teacher.
