Sub: Grant of advance increments to Stenographers in Subordinate Offices for acquiring higher speed in Shorthand.
1. Kindly refer to the instructions contained in the Ministries letter dated 27.10.1989 and 01.03.1990 on the above noted subject.
2. Doubts have been raised as to whether the advance increments granted on or after 01.01.1986 and treated as separate element would continue to be admissible even on promotion to the next higher grade and also whether the benefit of increments would continue even after the employee had reached the maximum of the scale of pay and in addition to stagnation increments. The position is clarified as under
(i) The concerned employee would cease to draw the advance increment(s) on promotion to the higher grade or another post since the advance increment(s) are not taken into account in the event of promotion not to be earned in the higher post.
(ii) The advance increment(s) drawn as separate element would continue to be admissible even after the employee had reached the maximum of the scale of pay and was in receipt of stagnation increment(s).
