Sub: Parity in respect of pay scales of Stenographers.

1. The Staff Side in the National Council of the JCM made a demand that scales of pay of Stenographers in the Subordinate Offices should be brought at par with those in the Central Secretariat. The matter which was referred to the Board of Arbitration came up before the Board for hearing on 17th and 18th August, 1989. While rejecting the demand for absolute parity in the pay scales of Stenographer in the Subordinate Offices and Secretariat, the Board gave its Award on 18th August, 1989 in favour of the Stenographers Grade II in the Subordinate Offices in the existing scale of Rs.1400-40-1800-EB-50-2300. Accordingly, pursuant to the award of the Board of Arbitration, the President is pleased to decide that the Stenographers on the Railways in the existing a scale of Rs.1400-40-1800-EB-50-2300 may be placed in the scale of Rs.1400-40-1600-50-2300-EB-60-2600.

2. The scale of Rs.1400-40-1600-50-2300-EB-60-2600 of Stenographers on the Railways will be operative from 01.01.1986. These Stenographers prior to 01.01.1986 were in the scale of Rs.425-15-500-EB-15-560-20-700 and have been placed in the revised scale of Rs.1400-40-1800-EB-50-2300 from 01.01.1986 and their pay in the revised scale fixed in terms of Railway Services (Revised Pay) Rules, 1986. Now these Stenographers may be placed in the revised scale of Rs.1400-40-1600-50-2300-EB-60-2600 and their pay in this scale will be fixed with reference to pay drawn in the pre-revised scale of Rs.425-15-500-EB-15-560-20-700 in terms of Railway Services (Revised Pay) Rules, 1986.

    My father retired on 31.7.85 in scale Rs.425-750 in 3rd PC. with basic Rs.700 + Rs.20 stagnant increment ( 21 increments earned in this scale, after completion of 32 years and his pension has been fixed and after that in Spet.88 pension has been reduced by Rs.129 and recovered for 9 months since 4th PC implementation in scale RS.1400-2300. Even though Rly.Board has remodified the scales to Rs.1400..2600. No response inspite of several reminders. My father expired on 12.01 2000. On several reminders, my mother pension fixed in the lower level in S.8 as Rs.3500, 6h pay Rs.4200, 7th PC. 10,790 kindly guide me and to be fixed table please.
