Stagnation Increment: RBE No.132/1985 – Employees Stagnating at the maximum of Pay Scales

Sub: Grant of ad-hoc increment to Group ‘B’, Group ‘C’ & Group ‘D’ employees stagnating at the maximum of their pay scales.
Reference Ministry of Railway’s letter of even number dated 04.06.1983 and clarifications issued vide letter dated 15.12.1983. Certain doubts in regard to grant of benefit of stagnation increment have been considered and the position is clarified as under:

Yes. The stagnation increment will be admissible in all cases where the prescribed conditions are satisfied, irrespective of whether the post is in the cadre or ex-cadre. |

Whether stagnation increment is admissible to employees who have reached the maximum of the grade by virtue of grant of premature increments as an incentive in the case of outstanding sportsmen, appointment on compassionate grounds, cultural/ handicapped quotas etc. |
Yes. Stagnation increment will be admissible to all employees who fulfil the prescribed conditions, irrespective of the manner in which the maximum has been reached. |
