Sub: Development of sports activities on Railways.

1.   Management of sports on the Zonal Railways is done through the Zonal Railways’ Sports organisations with President, General Secretary and other office bearers nominated by the General Managers in the Headquarters and Divisional Sports Officers nominated by Divisional Railway Managers and Workshop In-charges. The Zonal Railways are required to draw from amongst the Welfare Inspectors such or those who are capable of assisting in the management of sports for Railway employees and their children.       

2.   In a recent check on one Division, it came to light that neither inter-area tournament nor inter-divisional tournaments were held in some disciplines and the selection of teams at these levels was done by simply calling the railway sportsmen for trial. There also was no organised effort to provide opportunity for daily practice or coaching. The Hon’ble Minister of State for Railway was critical of the prevailing indifference to sports at these basic levels and desires that:-

(i)  Selection of zonal railway teams/ workshop teams should be done only through inter-divisional tournaments;

(ii)  The Divisional team should invariably be formed through Inter-area tournaments;

(iii) Sport coaching practice at area level should be organised and clear-cut responsibilities assigned to Welfare Inspectors who should tour throughout the Division and submit their statement of returns to the Divisional Sports Officer; and

(iv)   Deserving sportsmen should be given leave to practice sport as admissible under rules and most important of all, Railwayman’s children should be given all possible opportunity.

3.   It is also desired that Divisional Railway Managers and Workshop In-charges should be instructed to organize road running in various age groups once a month, in which children of railway employees should be eligible to participate.
