Special Pay: RBE No.12/1988 – To Upper Division Clerks

Sub:  Grant of special pay of Rs.35 per month to Upper Division Clerks in non-secretariat administrative offices.

1. Reference is invited to para 1(4) of this Ministry’s letter No.PCIII/79/SP/1/UDC, dated 17.04.1984 in which it was clarified that where there are large number of field units under one organisation and the strength of Senior Clerks/ CG-1 in each such unit is less than 10, the units should not be grouped together for the purpose of granting this benefit of special pay. In the PNM/NFIR meeting held in December 1987, it was pointed out that this letter has annulled the orders issued by this Ministry under No.PCIII/79/SP/1/UDC, dated 14.01.1981 in which it has been clarified that such aggregation is permissible.

2. The matter has been reconsidered by the Board and it has been decided that for the purpose of determining 10 per cent of posts for grant of special pay, posts in the subordinate offices which are less than 10 belonging to a common seniority unit could be aggregated together as was earlier laid down in para 2 of this Ministry’s letter dated 14.01.1981 referred to in para 1 above. Past cases otherwise decided need not be reopened.
