Special Kit Pass: RBE No.214/1985 – For Transportation of Motor Car

Sub: Issue of a special Kit pass for transportation of motor car of officers who are deputed for training to railway/ non-railway training schools, colleges.
1. In terms of Ministry of Railways’ letter No.E(G) 59 PS 5-13/3, dated 28.10.1960, bicycles/ motor cycles may be included in the duty cheque/ card passes issue to the railway/ P and T staff and personnel of GRP where the pass issuing authority is satisfied that their inclusion in the duty pass is essential in the interest of official work. As regards the inclusion of a motor car in a duty pass no orders have been issued by the Ministry of Railways even in case where the officers concerned are deputed for training institute/ school would help the officer concerned in attending to his training/ duty regularly. In order to help the officers/ staff in this respect, Ministry of Railways, after careful consideration of the matter, have decided that the officers/ staff may be permitted to carry their motor cars on training provided following conditions are satisfied:-
(i) The duration of the training course is more than six months.
(ii) No residential accommodation is provided within the campus or within a radius of three kilometers from the institution or place of training.
(iii) The training institution advises the trainee officers to bring their cars for their mobility.
(iv) The railway administration concerned certifies that the possession of a car will facilitate the mobility of the officer undergoing training.
2. After satisfying themselves on the above lines, railway administration may include a motor car in the duty pass to be issued to the officers in this connection.
