OFFICE MEMORANDUM

Sub: Reclassification of posts of SM/ASM of ‘Vridhachalam – Salem’ Section, under H.O.E.R. from ‘Continuous’ to ‘Essentially Intermittent’.

1. A case has come to notice of this office whether the RLC(C), Madras, in the course of consideration of several cases of representations regarding classification of SMs and ASMs, allowed the representatives of All India Station Masters’ Association, an un-recognised union, to participate in the proceedings, who has raised certain, extraneous issues which resulted in revision of the RLC(C)’s earlier decision and has ordered for a joint job analysis.

2. It is not considered desirable that un-recognised unions are given right to represent in the hearing under the provisions of Railway Servants (Hours of Employment) Rules, 1961. RLC(C), Madras is, therefore, advised not to associate un-recognised unions in such proceedings in future.
