Senior Clerks: RBE No.217/1985 – Filling up of 13-1/3% Quota Vacancies

Sub: Filling in vacancies in the category of Senior Clerks (scale Rs.330-560) against serving graduates – quota.
1. Attention is invited to this Ministry’s letter No.PC-III/81/UPG/7, dated 18.06.1981 in terms of which 13-1/3% of vacancies in the category of senior clerk (scale Rs.330-560) will be filled from among serving employees who are graduates, through a limited competitive examination to be held by the Railway Service Commission (not Railway Recruitment Board). It was further laid down in this Ministry’s letter of even number dated 23.11.1984 that recruitment from amongst serving graduates as per the orders contained in the letter dated 18.06.1981 cited above, shall be done on the same basis as for direct recruitment made from the open market.
2. The question of filling up of the vacancies of Sr. Clerks in grade Rs.330-560 in the manner indicated above was the subject matter of discussion in the PNM meeting held with NFIR from 13th to 17th May, 1985. The Federation had suggested that the examinations may be held by the respective Railway Administrations instead of by the Railway Recruitment Boards. After discussion in the PNM meeting, it was agreed that with a view to expediting the process of filling up of the posts of senior clerks from amongst the serving Graduate employees in terms of this Ministry’s letter cited above, the vacancies will be allowed to be filled as a onetime exception through a departmental competitive examination held by the respective Railway Administrations, provided the Railway Recruitment Board concerned have not already conducted the examination. The number of vacancies to be filled in this manner will be the same as given in the indents for this purpose already placed by the respective Railway Administrations with the Railway Recruitment Boards. In those cases where the Railway Recruitment Boards have already held the examination, the existing procedure will continue without any change. Similarly, in respect of future vacancies also the extant orders will be followed.
