Selection: RBE No.164/2022 – Commercial-cum-Ticket Clerk

Sub: Selection procedure for promotion to Selection posts – formation of a panel of Commercial-cum-Ticket Clerk, GP 2000/ Level-3 against 33-1/3% quota.       

1. Attention is invited to instructions contained in the Board’s letter of even number dated 04.03.2021 (RBE No.16/2021) which inter alia provides that 33-1/3% of the vacancies in the category of Commercial-cum-Ticket Clerk, Level-3 (GP 2000) of Commercial Department are to be filled by General Selection from staff in Level-1 (GP 1800) and Level-2 (GP 1900) including Safaiwalas of Operating and Commercial Departments.

2. Doubts have been raised by some of the Railways as to the procedure to be adopted for this promotion i.e. whether it is to be done by General Selection or by Seniority-cum-suitability. 

3.    The manner has been examined in consultation with the Zonal Railways, the Traffic & Commercial Directorates of the Board’s office, and also both the recognized Federations (i.e. AIRF & NFIR). It is reiterated that the posts of Commercial-cum-Ticket Clerk (L-3) under the 33-1/3% quota may be filled as per instructions contained in RBE 16/2021 ibid, by the process of General Selection based on merit (not seniority). However, cases already finalized otherwise need not be reopened.
