Sub: Selection procedure.

1. As the Railways are aware, detailed instructions regarding selection procedure have been laid down in Chapter II, Section ‘B’ of the IREM and in various administrative instructions issued by the Ministry of Railways from time to time. It has been brought to the notice of the Board by AIRF in the PNM that in spite of these instructions the following types of irregularities are continuing to take place of Railways which vitiate the entire selection procedure:

(i) Annual selection schedules are hardly drawn out and wherever they are drawn they are seldom followed,

(ii) Selections are not held annually and vacancies are allowed to accumulate mostly with the purpose to allow some unintended benefit to the juniors,

(iii) Confidential Reports are not made available in time which delays the selection,

(iv) On completion of via-voce also, there are delays in finalization of results,

(v) Sometimes the Selection Boards are not constituted in conformity with the rules.

2. Ministry of Railways have viewed this situation with concern. They wish to reiterate that the existing instructions regarding the selection procedure should be followed strictly so that the irregularities of the nature brought out do not take place. The existing instructions, attracted in this regard, are as follows:

(i) & (ii) – Instructions have been issued under Board’s letter No.E(NG)I/76/PM1/168, dated 03.09.1976 and E(NG)I-79-PM1-105, dated 26.04.1979 to the effect that the selections should be held at regular intervals annually and that the programme of elections to be held in a year should be notified in advance around July of the preceding year.

Railway were also directed under Board’s letter No.E(NG)I/87/PM1/4, dated 18.08.1987 to draw up and maintain calendar for conducting selections for various grades to help them plan the various activities in this regard in time.

(iii) Board’s letter No.E(NG)I/85/CB/3, dated 25.03.1985 lays down that annual reports should be sent within one month of the expiry of the period under report and any delay in this regard on the part of the Reporting Officer should be adversely commented upon.

(iv) Board’s letter No.E(NG)/64/PM1/93, dated 09.02.1965 read with E(NG)I/70/PM1/80, dated 11/14.05.1970 enjoins that there should be no delay in finalization and declaration of panels and that it will be desirable to declare the panels well within a week of the approval of the competent authority.

(v) The rules regarding constitution of Selection Boards have been given under Para 215 of IREM as modified under Board’s letter No.E(NG)I/68/PM/1/60, dated 27.06.1969, E(NG)73/PM1/100, dated 10.08.1973 and 81/E(SCT)/15/32, dated 08.11.1985. In this connection special attention is invited to Para 215(a) of IREM which provides that if, for any reason, the competent authority is unable to comply with the provisions of this paragraph, it should make a report of the facts to the General Manager.
