SBF – Staff Benefit Fund: Re-appropriation during Covid-19

Sub: Staff Benefit Fund (SBF) – Relaxation of ceiling for re-appropriation of funds.
Ref: Board letter No.E(W)2008/FU-1/2, dated 29.01.2009 (RBE No. 18/2009).
1. The exceptional need of funds to meet with the requirements of all Covid related medical aid, treatments and vaccination of Railway employees and their families during the ongoing Covid-19 pandemic and the suggestions received from the recognized Federations (AIRF & NFIR) for utilization of funds for Covid-19 vaccination from SBF have been considered in detail. In order to facilitate utilization of the unspent amount lying in SBF, the Competent Authority has approved enhancement of the limit of re-appropriation from 25% to 100% as per existing terms. The re-appropriation will be made with the approval of General Manager/ Director General as per local needs.
2. The aforesaid relaxation of ceiling for re-appropriation of SBF Funds will be in force only during the Financial Year 2021-22. The Railways & PUs will maintain complete data/ information of re-appropriations made under this dispensation.
3. This issues with the approval of the Finance Directorate of the Ministry of Railways.
