Running Staff: RBE No.306/1985 – Trainee Reserve Posts

Sub:   Item No.51 of Part II of the Report of Railway Accident Enquiry Committee, 1978 – Trainee Reserve Posts for Running Staff as well as staff directly connected with safe working of trains.

1. The Railway Accident Enquiry Committee, 1978, in Item 51 of Part II of their Report, bad made the following recommendation:-

“The required number of trainee reserve posts for running staff as well as staff directly connected with safe working of trains should be created without any further delay and positions filled up at the earliest. It should also be ensured that staff connected with safe working of trains should be created without any further delay and positions filled up at the earliest. It should also be ensured that staff connected with safe working of trains are sent for refresher training at the prescribed intervals.”

2. While accepting the above recommendation of RAEC-1978, the Ministry of Railways had expressed their views as follows:-

“Ministry of Railways have already accepted the need for filling the trainee reserve posts and have issued instructions to the Railways to create such posts. These will be reiterated in the interest of safety of train operation, the safety categories of staff are sent for periodical refresher courses. Regular attendance of refresher training by such categories of staff is ensured by provision of deterrent action against them under extant rules.”

3. Creation of trainee reserve posts for running staff as well as staff directly connected with safe working of trains were exempted from the purview of ban orders issued under this  Ministry’s letter  No.E(G) 79 EC 2-7, dated 17.11.1979. These instructions have again been reiterated under this Ministry’s letter No.E(G) 82 EC 2-1 (Pt.2), dated 04.03.1983, and the General Managers could create, with the concurrence of their FA&CAOs, such trainee reserve posts, including additional posts of Instructors required for handling the additional work-load.

4. To induce regular attendance in the refresher courses, provision for necessary deterrent action also exists under the Rules for staff directly connected with safe running of trains.

5. With a view to finalize action on the above item of RAEC-1978, the Deptt. of Railways now desire your confirmation to the following two points immediately:-

(i)  Your Railway Administration have created adequate trainee reserve for running staff and staff directly connected with safe running of trains; and

(ii) The staff connected with safe working of trains are being sent for refresher training courses at the prescribed intervals.

This may kindly be treated as immediate.
