Running Allowance: RBE No.165/1985 – Treatment as Pay

Sub: C.A. Reference No.12 of 1983 – Treatment of Running Allowance as pay for certain purposes.
1. Please refer to this Ministry’s letter of even number of 29.09.1984 regarding treatment of running allowance for purpose of payment to stationary posts. It has been reported to this Ministry that implementation of these orders has resulted in recoveries from staff who had earlier enjoyed benefits under this Ministry’s letter No.PCIII/76/FE-1/80, dated 22.08.1979 for stepping up of pay. In view of the revised orders issued by this Ministry under letter of even number dated 29.09.1984, the provisional orders contained in letter No.PCIII/76/EE-1/80 of 22.08.1979 automatically stand cancelled. As such the Railways would be required to refix the pay of such of those employees who had been given the benefit of stepping up of pay. The additional payments made on account of stepping up of pay are to be set off against the arrear payments arising from this Ministry’s orders of 29.09.1984.
2. Wherever the payments due on this Ministry’s letter of 29.09.1984 fall short or the amount paid under this Ministry’s letter of 22.08.1979, the excess may be reported to the Board with full particulars. Pending further instructions from the Board, no action may be taken for recovery of the excess amount in such cases. The Railways should, however, ensure that the pay is correctly refixed as per orders of 29.09.1984 to avoid further accrual of recoverable amounts.
3. The Board desire that detailed information of the cases of recoveries may be furnished to them immediately indicating the name of each employee and the amount of over-payment involved. The information furnished should be got vetted by the FA & CAO.
