Restructuring: RBE No.42/1987 – Cadre Review Group ‘C’ & ‘D’ Staff

Sub: Cadre review and restructuring of Group ‘C’ & ‘D’ Staff.
1. Reference Ministry of Railway’s letter No.PCIII/84/UPG/19, dated 25.06.1985 (RBE No.181/1985) under which the cadre of Accounts and Cash & Pay Office Staff alongwith certain other Group ‘C’ & ‘D’ categories of staff has been restructured.
2. References have been received from Railways that while implementing these orders, CGE in Accounts Department in scale Rs.330-560 (RS) appointed as Sub-Head in scale Rs.425-700 (RS) may draw more pay due to application of FR-22C Rule 2018-E R-II than their senior who are promoted from Selection Grade Clerk Grade-I scale Rs.425-700 (RS) to Sub-Head scale Rs.425-700 whose fixation is not regulated by FR-22C Rule 2018B R-II but by FR-22(a)(ii) Rule 2017(a)(ii) R-II. Similarly, Cashiers Grade-II in scale Rs.425-640 (RS) promoted as Cashiers Grade-I scale Rs.455-700 (RS) would get more pay due to application of FR-22C Rule 2018B R-II than Selection Grade Senior Cashier scale Rs.455-700 (RS) appointed as Grade-I scale Rs.455-700 under the same restructuring orders.
3. In this connection, it is clarified that in such cases, stepping up of pay may be granted to senior employees from the date the junior employees gets higher pay arising specifically from the restructuring sanctioned under this Ministry’s letter of 25.06.1985 (RBE No.181/1985).
