Recruitment – Khalasis – Diesel/Electric Locoshed – Procedure

Sub: Direct recruitment for the post of Khalasi in Diesel/ Electric Loco Sheds.

In Ministry of Railways letter No. No.E(NG)II/80/RC-1/7, dated 28.01.1983 the procedure for filling the vacancies in post of Khalasis is Diesel and Electric Loco Sheds wherever the problem of absorption of surplus steam staff and casual labourers is not very acute was laid down.
Subsequently, these instructions were extended to EMU sheds too vide this Ministry’s letter No.E(NG)II/83/RC-2/39, dated 31.12.1983. It was also clarified in the Ministry’s letter No.E(NG)II/80/RC-1/7, dated 18.06.1983 that the term ‘Diesel Khalasis’ in these instructions also cover Diesel Cleaners employed in Diesel Sheds.
Pursuant to demand made by the All India Railwaymen’s Federation in the PNM meeting with Railway Board, the aforesaid instructions have been reviewed by this Ministry. The matter was also discussed in the PNM meeting held with AIRF on 4th/5th February, 1985. As a result, it has been decided that in implementing the instructions in question, the vacancies of Cleaners and Khalasis in Diesel/ Electric/ EMU Sheds will first be filled by absorption of the existing casual labour and substitutes having VII (Seventh) standard qualification and working in the particular shed in which the vacancies exist, subject to their being found suitable. Such of them as do not have this qualification will be considered for absorption in other Departments, in their turn. The remaining vacancies will be filled in the manner laid down in the instructions referred to in Para 1 Supra.
It has also been decided that it should be ensured that any fresh faces inducted as Casual Labour and/or Substitutes in the cadre of Khalasis/ Cleaners in Diesel/ Electric/ EMU Sheds comply in full with the qualifications stipulated in the Ministry’s letter of 28.01.1983.
