RBE No. 94/2019: Transfer – Comprehensive Transfer Policy – Widows Appointed On Compassionate Ground

Sub: Comprehensive transfer policy exemption from 5 years’ service condition.
Ref: (i) Board’s letter No.E(O)II-2014/PL/05, dated 31.08.2015
(ii) Board’s letter of even number dated 10.02.2017 (RBE No. 12/2017).

1. Vide Board’s letter at reference (ii) above, four (4) categories of staff were exempted from the condition of minimum service of five years for non-gazetted staff for eligibility to seek inter-Railway transfer. This minimum residency period had been stipulated vide Board’s letter at reference (i) above. A question whether widows appointed on compassionate ground may be exempted from the minimum service condition of five years for seeking inter-Railway request transfer has been engaging Board’s attention for some time now. NFIR has also raised this issue.
2. After due consideration and in continuation of Board’s letter of even number dated 10.02.2017 (RBE No. 12/2017) at reference (ii) above, it has been decided that widows appointed on compassionate grounds may also be exempted from the condition of minimum five (5) years service for the purpose of seeking inter-railway request transfer.
