RBE No. 92/1985: Fixation of Pay – FR-22(C) – Minimum period of effective officiating

Sub: Fixation of pay under Rule 2018(B) (FR-22C) R-II – Instructions regarding minimum period of effective officiating.

1. Doubts have been expressed whether the instructions contained in Board’s letter No.PC-68/PP-21, dated 16.09.1969 governing fixation of pay under Rule 2018(B) (FR-22C) R-II will also apply to regular or ad-hoc officiating promotions which are made on a long term basis.
2. The Borders desires to clarify that the instructions contained in their letter dated 16.09.1969 referred to will not applied to long-term, regular or ad-hoc officiating promotions where the employee is not expected to revert to the lower post after a short spell of officiation. The instructions contained in the letter of 16.09.1969 will apply only to officiating promotions of a short duration against leave vacancies etc. where on the conclusion of such officiating promotion the employee is expected to revert to the lower post. In the case of long-term officiating promotions, the benefit of fixation under Rule 2018(B)2 (FR-22C) R-II will be applicable from the initial date of officiating promotion and the conditions envisaged in Board’s letter of 16.09.1969 will not apply. In such cases, however, the need to avoid short spells of leave soon after a promotion may also be kept in view.
3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
