Sub: Posting of SC/ST candidates/employees near their home town on initial appointment/ promotions/ transfers.
Ref: (i) Board’s letter No.E(SCT)I/74CM15/58, dated 14.01.1975,
(ii) Board’s letter No.78-E(SCT)I/15/25, dated 06.07.1978,
(iv) Board’s letter No.85-E(SCT)I-42/1, dated 24.12.1985 (RBE No.336/1985).
Attention is invited to Railway Board’s letter No.85-E(SCT)I-42/1, dated 24.12.1985 (RBE No.336/1985) (copy enclosed), wherein it has been mentioned that at the time of initial appointment, as well as on transfer/ posting SC/ST candidates should, as far as possible, be posted nearer to their home towns or at a place where the administration can provide them quarter subject to their eligibility.
It has been brought to the notice of the Railway Board that above instructions are not being followed in some Railways. It is therefore, once again reiterated that while making initial appointment as well as on transfer/ posting of SC/ST candidates/employees, guidelines issued vide Railway Board’s letter No.85-E(SCT)I-42/1, dated 24.12.1985 (RBE No.336/1985) may be kept in view by concerned Railways/ PUs.
The above may be brought to the notice of all concerned for information and strict compliance.

बहुत अच्छा आदेश है आज मुझे इसी प्रकार सर्कुलर की आवश्यक्ता है।मुझे बिना कारण से transfer कर जुनियर को मेरे जगह पर लाया गया है।आज भी रेलवे में शोषण हो रहा है।

क्या इस पत्रानुसार शत प्रतिशत sc/st कर्मचारियों को शत प्रतिशत सीटों पर उनके होम टाउन में पोस्टिंग दी जाएगी,यदि नही, तो फिर obc/ur श्रेणी की तुलना में किस अनुपात में पोस्टिंग दी जाएगी? कृपया किसी को जानकारी हो,तो स्पष्ट करें।
मेरी पोस्टिंग में तो तीनों ब्राह्मण बैठे हुए थे। लेकिन रेल मंत्रालय के रूल sc-st दो हजार अट्ठारह को दुर्भावना से ग्रसित होकर फॉलो नहीं किया। जबकि मैं स्वयं कई बीमारियों से पीड़ित हूं जैसे हार्ड, डायबिटीज ,डायबिटीज न्यूरोपैथी। फिर भी हमारा एससी एसटी आयोग नहीं सुनता है। ना ही कोई कार्रवाई करता है।
