RBE No.67/2000: GDCE – Fixation of Stipend/Pay

Sub: Fixation of a Stipend/Pay of Railway servants undergoing training after selection against General Departmental Competitive Examination.

1. As the Railways are aware, the scheme of General Departmental Competitive Examination was introduced in terms of Board’s letter introduced vide Board’s letter No.E(NG)-I/92/PM 2/16, dated 20.08.1993 (RBE No.129/1993) to fill up a portion of direct recruitment quota posts from amongst regular Railway employees with same eligibility qualification and standard of examination as prescribed for direct recruitment. The duration of training period for person selected against GDCE have also been made at par with that for direct recruits vide Board’s letter No.E(MPP)98/3/33, dated 15.03.1999 (RBE No.47/1999).
2. The question regarding regularization of stipend/pay of Railway servants selected against GDCE and undergoing training has also been under consideration of the Ministry of Railways for some time. It has now been decided that in view of the position obtaining as indicated in para 1 above the stipend/pay of these trainees/ apprentices may be regulated under the provisions of Rule 1315 (FR-22 B) R-II.
3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
