RBE No. 56/1985: Reservation – Rosters – SC/ST – Clarification

Sub: Reservation and confirmation for SC/ST further clarification regarding.
Ref: Board’s letters No.E(SCT) 68 CM 15/17, dated 11.02.1972 and 75-E(SCT) 15/5, dated 31st July, 1975.
1. Further to Board’s letters quoted above, a copy each of the OM 36011/28/83-Estt.(SCT), dated 12.03.1984 and No.36011/20/84-Estt(SCT), dated 26.04.1984 received from the Ministry of Home Affairs is sent herewith for information guidance and necessary action. A copy of that Ministry’s OM No.36011/12/82-Estt.(SCT), dated 25.06.1982 referred in these Memorandums was sent to the Railway under Board’s letter No.82-E(SCT) 39/4, dated 31.08.1982.
2. Regarding para 1, 2 and 3 of the Ministry of Home Affairs’ OM dated 12.03.1984 referred to above, it may be mentioned that on some of the Railways, the practice of maintaining a separate roster register for confirmation in direct recruitment categories is already in vogue, but on some other Railways, a separate register is not being maintained for this purpose. Henceforth, a separate 40 point or 100 point roster, as the case may be, should be maintained for confirmation also, besides the maintenance of the following two rosters in direct recruitment categories:-
(i) A common roster for permanent appointments and temporary appointments likely to become permanent or to continue indefinitely;
(ii) A separate roster for purely temporary appointments of 45 days or more but which have no chance whatever of becoming permanent or continue indefinitely.
3. The extent instructions regarding carry forward reservations, single vacancy, limiting reservation to 50%, permission for de-reservation etc. should also be observed while confirmation are made in a particular post/ grade/ cadre and proposals for de-reservations in confirmation may be submitted as per the proforma enclosed with the Ministry of Home Affairs’ OM dated 26.04.1984 referred to.
