RBE No. 36/1995: Promotion – Chargeman ‘B’

Sub: Avenue of promotion to the post of Chargeman ‘B’ consequent on allotment of scale of Rs.1400-2300 to Mistries – Special dispensation for skilled Gr.I Artisans – Reg.
1. As the Railways are aware, in terms of para 2(c) of Board’s letter of even number dated 29.09.1987 (RBE No. 242/1987), the vacancies of Chargemam ‘B’ (Rs.1400-2300) etc. are to be filled from amongst Mistries. However, till Gr.I Artisans existing on that date remain available, promotion quota in the post of Chargeman ‘B’ would continue to be filled through selection from amongst Gr.I Artisans and Mistries based on their integrated seniority. This dispensation in favour of the then existing Gr.I Artisans was initially current up to 31.12.1990 and later on extended up to 31.12.1993 under Board’s letter of even number dated 28.01.1993 (RBE No. 18/1993).
2. The matter has since been reviewed in the light of the feedback received from the Railways and it has been decided that the above dispensation in favour of the then existing Gr.I Artisans will continue to be applicable to them till they are promoted as Chargeman ‘B’ or Mistries. This is, however, subject to the existing proviso that if a Gr.I Artisan is not found suitable for the post of Mistry or does not avail of the chance for promotion to the post of Mistry, he will be considered junior to a Gr.I Artisan who may qualify for the post of Mistry and be promoted thereto.
