Fixation of Pay: RBE No.33/1988 – Selection Grade

Sub: Selection Grade in Group ‘A’ Services – fixation of pay – Clarification reg.       

As the Railways are aware, orders have been issued advising the promotion of Junior Administrative Grade officers in various services to the Selection Grade Rs.4500-5700 (non-functional). In this connection clarifications have been sought as to the manner of fixation of pay of the officers appointed to ADRMs which are also in the grade Rs.4500-5700. The matter has been considered by the Board and they wish to clarify as under:-

(i)    As already intimated in this Ministry’s letter of even number dated 04.12.1987 (RBE No. 298/1987), the pay of the officers presently in the JA Grade who have been promoted to selection grade (non-functional) will be fixed at a stage equivalent to that in the JA Grade; if there is no such stage then at the stage next below, the difference being protected by grant of personal pay.

(ii)    The posts of ADRMs are ex-cadre and hence pay of JA Grade officers who were appointed to these posts on or after 01.01.1986 will be fixed under Rule 2018-B [FR 22-C] R.II, as already advised in this Ministry’s letter No.PC-IV/86/Imp/36, of 04.05.1987 (RBE No.105/1987), conveying the general principles of fixation of pay in the revised scales. This will apply to past cases. 

(iii)   Consequent on selection grade becoming available retrospectively from 01.01.1986 or thereafter to some of these officers, there may be cases where such officers appointed as ADRMs after 01.01.1986 may have been given selection grade in their cadre from a date earlier to their appointment as ADRM. In such cases, the pay already fixed as ADRM, with reference to their pay in the JA Grade, need not be re-fixed with reference to their pay in the Selection Grade and the pay already fixed as ADRM with reference to their pay in JA Grade may be allowed to continue. These officers during the period they work as ADRM will be covered by NBR for the selection grade as admissible under the rules, the orders for which will issue from this office. This protection will, however, cease on their reversion to their parent cadre. Moreover, as and when they are promoted to the senior administrative grade, their pay in the SAG will be fixed with reference to their pay in the JA Grade/ selection grade. Fixation of pay of selection grade officers, when appointed as ADRM, will henceforth be under Rule 2017(a)(ii) [FR 22(a)(ii)] – R.II, until further advice.
