RBE No. 296/1985: Promotion – Safety Categories

Sub: Promotion to posts in safety categories – Recommendation of Railway Accident Enquiry Committee, 1978 (Sikri Committee).
1. The Railway Accident Enquiry Committee, 1978 (Sikri Committee) vide their Recommendation No. 15(i) in Part II of their report have made the following recommendation:-
“It is important to see that no accident is liable to occur due to people not fully qualified being given posts which are concerned with the safety of the public”.
2. The above Recommendation of the Sikri Committee has been accepted by the Govt. In this connection, the attention of the Railway Administration is drawn to the instructions contained in this Department’s letter No.E(NG)I/75/PM1/44, dated 31.05.1982 as amended/ clarified from time to time. In terms of these instructions a Railway servant is required to complete a minimum of 2 years service in the relevant lower grade for promotion to posts in safety categories. Relaxation for filling up the vacancies arising out of restructuring of various cadres in the recent past have been allowed as a onetime exception subject to the condition that where the total service in the lower grade is less than 2 years, a competency certificate by an Officer of the rank of Junior Administrative Grade of the concerned department shall be necessary before promotion to the next higher grade is approved. In this Department’s letter No.E(NG)I/84/PM7/43, dated 12.09.1985 (RBE No. 266/1985), instructions have been issued relaxing the 2 years service condition for filling up the vacancies in safety categories to one year in respect of promotion to be ordered up to 30.06.1986. This relaxation also has been allowed subject to the condition that an employee can be promoted only after he has been tested by a JA Grade Officer of the department concerned and a competency certificate is granted by the DRM or a Level-1 Officer personally, in addition to the requirement of usual process of selection of non-selection, as the case may be.
3. In the context of Sikri Committee’s recommendation as reproduced above, the Department of Railway desire that it should be ensured that the above instructions in regard to promotion to posts in safety categories are scrupulously followed and no deviation there from is allowed.
