RBE No.284/1999: GDCE – Quota for OBCs

Sub: Scheme of General Departmental Competitive Examination (GDCE) – Question regarding provision of quota for OBCs.

1. In terms of this Ministry’s letter No.E(NG)I-92/PM 2/16, dated 20.08.1993 (RBE No.129/1993) the scheme of GDCE has been introduced for filling up 25% of the direct recruitment quota vacancies in the categories specified therein from amongst regular group ‘C’ and ‘D’ Railway employees. The scope of the scheme has been enlarged by including technical categories for recruitment to which the minimum qualification of diploma in Engg. in the relevant field has been prescribed. The scheme is current up to 31.12.1999.
2. Further, vide para 2 of Board’s letter No.E(NG)I-98/PM 1/49, dated 07.10.1999 (RBE No.264/1999), it has been decided in consultation with Department of Personnel and Training that, since the scheme of GDCE has been carved out of the direct recruitment quota vacancies the same will be treated as direct recruitment and therefore, the reservation for OBCs to the extent permissible will be applicable.
3. Accordingly, the post-based reservation roster circulated vide Board’s letter No.95-E(SCT)I/49/5(1), dated 21.08.1987 (RBE No.113/1997) in the case of Group ‘C’ and ‘D’ direct recruitment would be applicable in the above case also.
4. The cases decided otherwise in the past need not be reopened.
