Sub: Filling up of the post of Chemical & Metallurgical Assistant (CMA) and Chemical & Metallurgical Superintendent (CMS) – reg.

1. Pursuant to the merger of pre-revised grades of Rs.5000-8000 and Rs.5500-9000 in a single pay band i.e. PB-2 (Grade Pay Rs.4200) by 6th Pay Commission, instructions were issued vide Board’s letter No.E(NG)I-2008/PM1/15, dated 03.09.2009 prescribing qualification and percentage of direct recruitment and promotion in the category of Chemical & Metallurgical Assistant (CMA) and Chemical & Metallurgical Superintendent (CMS).

2. The introduction of the element of direct recruitment in the category of CMS was under consideration of this Ministry, pursuant to the issue raised by AIRF in the PNM meeting with Railway Board.

3. The matter has been examined in consultation with RDSO & Mechanical Directorate of this Ministry and it has been decided by the Board to amend Indian Railway Establishment Manual, Volume-I, (Revised Edition – 1989) as per Advanced Correction Slip No.240 enclosed.

Advanced Correction Slip No.240

1. In para 168(1) words ‘Laboratory Assistant in scale Rs.975-1540’ may be substituted with words ‘Laboratory Assistant, Grade-III in Level-2’
2. Substitute the following for the existing para 168(2)(i) & (ii):

(i) Educational Qualification: 12th (+2 stage) with Science or equivalent from a recognized Board/University.
(ii) Age: Between 18 to 27 years.

3. Note below para 168(2) stands deleted.
4. A new para 168(2)(iii) may be added as under:

“Para 68(2)(iii): Higher grade posts available to Laboratory Assistant, Grade-III in Level-2 in the normal channel promotion are as under.
Laboratory Assistant, Grade-II (Level-4)
Laboratory Assistant, Grade-I (Level-5)

5. Substitute the following for the existing para 168(3) & (4)

“Para 168(3): The posts in the next higher grade of Chemical & Metallurgical Assistant (CMA) in Level-6 of the 7th CPC pay Matrix will be filled as under:
(i) 66-2/3% by direct recruitment from open market through the Railway Recruitment Boards; and
(ii) 33-1/3% by promotion of Lab. Asstt. Gr-I in Level-5 possessing the qualification for direct recruitment relaxable to 12th (+2 stage) with science or equivalent from a recognized Board/University.
(iii) Qualification etc. for direct recruitment to the category CMA is as under:

(a) Educational Qualification: Bachelors Degree in Science with Physics & Chemistry with minimum of 45% marks.
(b) Age: Between 18 and 30 years.
(c) Training: One year.
(d) Stipend Rs.35400

6. Substitute the following for the existing para 168(4)(iv):

“Para 168(4): The posts in the next higher grade of Chemical & Metallurgical Superintendent (CMS) Level-7 of the 7th CPC pay Matrix will be filled as under:

(i) 50% by direct recruitment through the Railway Recruitment Boards; and
(ii) 50% by promotion of CMA in Level-6.
Out of this 33% will be filled through LDCE from the serving employees having educational qualification of Bachelors Degree in Science with Physics & Chemistry with minimum of 45% marks and remaining 17% will be filled from the serving employees in the grade of CMA on the basis of seniority come suitability.
(iii) Qualification etc. for direct recruitment to the category CMS is as under:3

(a) Educational Qualification: Degree in Metallurgical/Chemical Engineering or MSc degree in Chemistry/Applied Chemistry.
(b) Age: Between 22 and 32 years.
(c) Training: One year.
(d) Stipend: Rs.44900.
Note: For promotee CMA (33-1/3% Quota) and CMS (33% and 17% Quota, appropriate orientation training to be decided by the concerned departmental officers.”

            RBE No.24/2018 is a circular issued by the Railway Board, this not the recruitment notification.
            Recruitment notification means Employment Notification issued by Railway Recruitment Boards for the purpose.

    Sir,i have degree certificate in bsc.in degree I have chemistry subject but physics is not subject in my degree please tell me sir if I eligible or not for rrb CMA post

      As per IREM-I, Chapter-I, Section-B, Sub-section-III, (XI) SCIENTIFIC STAFF – MECHANICAL ENGINEERING DEPARTMENT – (CHEMICAL AND METALLURGICAL WING), Para 168(4)(iii) Qualification etc. for direct recruitment to the post of CMA in scale Rs.1400-2300 are as under (a) Educational: Degree in Metallurgy/ Chemical Engineering or M.Sc. Degree in Chemistry/Applied Chemistry. (b) Age: Between 22 and 30 years. (c) Training: One year. (d) Stipend: Rs.1400.
      33-1/3% vacancies for the above post are filled by promotion of staff in the lower grade of JCMAs in scale Rs.1320-2040. The non-science graduate JCMAs will be eligible for being considered for promotion subject to their passing a test securing a minimum qualifying marks of 60%, a common question paper for which will be set by RDSO.
      66-2/3% vacancies are filled by direct recruitment through the Railway Recruitment Boards.

    Sir, in the recent RRB CEN Notification for the post of CMA the eligibility is mentioned as “Degree in Science with Physics and Chemistry with 45%”. I’ve studied B.sc.Mathematics with allied Physics and Chemistry. Am I eligible for application? Please clarify sir.

      Educational Qualification for direct recruitment to the post of CMA is prescribed as “Bachelors Degree in Science with Physics & Chemistry with minimum of 45% marks”, hence you do not fulfill the criteria required for direct recruitment.

      As per Rule 168(3) of IREM Vol-I –
      66-2/3% posts in CMA are filled by Direct Recruitment from open market with candidates having Educational Qualification: Bachelors Degree in Science with Physics & Chemistry with minimum of 45% marks, Age between 18 to 30 years, Training period is 01 year with stipend of Rs.35400 p.m., and
      33-1/3% posts in CMA are filled by promotion from Lab. Assts. Gr-I (Level-5).
