RBE No. 232/1988: Fixation of Pay – Selection Grade

Sub: Selection Grade in Group ‘A’ Services – Orders regarding fixation of pay.

1.     Reference this Ministry’s letter of even number dated 04.12.1987 (RBE No. 298/1987) on the above mentioned subject. 

2.     Some of the Zonal Railways have reported that when a Group ‘A’ Railways officer is appointed in the non-functional Selection Grade in revised Pay Scale Rs.4500-150-5700, his pay fixation under Rule 2017(a)(iii) [FR 22(a)(ii)] R.II laid down in the letter dated 04.12.1987 (RBE No. 298/1987), causes financial loss as the Personal Pay arising from the fixation, is not taken into account in the assessment of pensionary benefits. 

3.     This matter has been considered in consultation with Department of Personnel & Training, and it has not been found possible to change the rules for fixation of pay. In such cases, a Group ‘A’ Railway Officer getting appointment in Selection Grade can refuse to accept such appointment and continue in JA Grade. Such refusal will not be deemed to be a “refusal of promotion”. This may be brought to the notice of all JA Grade Railway Officers concerned. 

4.     These orders take effect from 01.01.1986. Cases of Officers already retired after 01.01.1986 may also be dealt with accordingly.
