Sub: Promotion process reforms – Constitution of Selection Board – Amendment to Para 218(c) of IREM, Vol-I, 2009 Reprint Edition.
Attention is invited to Para 218(c) of IREM, Vol-I, 2009 and instructions issued by Board’s letter No.E(NG)I/2011/PM1/5, dated 22.03.2011 (RBE No. 38/2011), regarding constitution of Selection Boards.
The aforesaid provisions have been reviewed by the Board with a view to eliminate avoidable delay in the selection process and further to the aforesaid provisions, it has been decided as under:-
“In situation where eligible officers in specified grade are not available in the unit concerned for selection committee formation, shortfall may be made good with Senior Scale Officers for selection to the posts carrying Grade Pay 4200 and above, and Junior Scale Officer for selection to the posts carrying Grade Pay 2800 and below, subject to the condition that none of the members will be subordinate to any other member of the Selection Board.”
The above provisions may be inserted as a Note below the existing para 218(c) of IREM, Vol-I, 2009 Reprint Edition, replacing the existing note below this para as per ACS No.258 enclosed herewith.

Chapter-II, B – Rules Governing promotion of Group ‘C’ staff
The existing Note below Para 218(c) may be replaced with the following:-
“In situation where eligible officers in specified grade are not available in the unit concerned for selection committee formation, shortfall may be made good with Senior Scale Officers for selection to the posts carrying Grade Pay 4200 and above, and Junior Scale Officer for selection to the posts carrying Grade Pay 2800 and below, subject to the condition that none of the members will be subordinate to any other member of the Selection Board.”
