RBE No. 184/2006: Artisans – Training period

Sub: Training period of skilled Artisans
1. In terms of the provisions contained in para 159(3) of Indian Railway Establishment Manual Volume-I (1989 Edition), the training period of the skilled Artisans depending on the qualification is as under:
(i) Course completed Act Apprentices trained in Railway establishment: NIL
(ii) Course Completed Act Apprentices trained in non-railway establishments: 6 months
(iii) ITI passed candidate: 6 months
(iv) Matriculates: 3 years
2. In terms of Board’s letter No.E(MPP) 2004/3/8, dated 31.12.2004 (RBE No. 266/2004), it was decided that the training period in respect of ‘Diploma Holders’ being appointed as Skilled Artisan on compassionate ground should be 2 years instead of the existing training period of 3 years.
3. The matter was discussed during the meeting of DC/JCM held on 3rd and 4th April 2006 that the training period of Diploma Holders appointed as Skilled Artisans should be reduced since Diploma Holders possess better knowledge and qualification as compared to other candidates. The matter was also discussed during the Sub-Group of PREM on “Training” wherein the members of the Federation insisted that the Diploma Holders are well versed in theoretical aspects as compared to ITI/ Act Apprentices. Pursuant to these discussions, the Ministry of Railways have reviewed the matter and it has been decided that the training period of diploma holders either appointed through open market or through compassionate ground as Skilled Artisan be reduced to 6 months and practical training be undertaken in shop floor and not in classrooms or on tours.
4. The Indian Railway Establishment Manual Vol.I (1989 Edition) is accordingly amended as in Advance Correction Slip No.190 enclosed.
5. The Ministry of Railways have decided that the Manual on Management of Training may be amended as per attached Advance Correction Slip No.4/2006.

“(v) Diploma Holder – 6 months”

Advance Correction Slip No.4/2006
Manual on Management of Training (June 1998)
Item No. VII of Appendix II of the Manual on Management of Training [Edition 1998] may be replaced as under:
(i) Course completed Act Apprentices trained in Railway establishment: NIL
(ii) Course Completed Act Apprentices trained in non-railway establishments: 6 months
(iii) ITI passed candidate: 6 months
(iv) Matriculates: 3 years
