RBE No. 183/2008: Railway Electrification

Sub: Manning the posts of Railway Electrification Projects – Filling up of posts by calling volunteers from All Indian Railways.

1.     In terms of extant procedure all vacancies of Construction and Other Projects are required to be reported to the concerned Open Line Unit/ Railway Division in whose territorial  jurisdiction such projects are located, which while assessing vacancies for selection posts within the cadre also include all the vacancies reported upon by a Construction Organization including Railway Electrification and other Projects.  Besides, to facilitate better manning of RE projects further relaxations in extant procedure like posting of staff in Construction/ RE by Open Line Units on ad-hoc basis against short term vacancies in one grade higher than the one held by them on regular basis in open line, etc. have also been extended. However, it has been reported that above measures have still fallen short in fulfilling the staff requirement of CORE and the problem has become severe with higher targets to be achieved.

2.     The matter has accordingly been considered by the Board and it has been decided that in case after taking recourse to existing procedure/ relaxations regarding the manning of posts in RE as quoted above CORE’s staff requirements are not met CORE, in such a case may fill up the vacancies by calling volunteers from all Indian Railways on the following principles:-

(i)    Applications may be invited by CORE from the suitable Railway staff of All Indian Railways and Production Units for posting in various RE Projects.

(ii)    A comprehensive procedure regarding the method of filling up the post indicating the designation, scale of pay, staff eligible for manning the posts, tenure etc. should be prescribed by Personnel Deptt. of CORE before any notification is issued by it. While prescribing the procedure as indicated above care should be taken to ensure that it does not contain any provision which is inconsistent with or contrary to any provision/ instructions laid down by the Board regarding selection/ suitability and posting. The tenure should not be more than five years. Once such procedure has been prescribed the same shall be adhered to without fail.

(iii)   Staff working in the same grade on regular basis failing which the staff working in immediate lower grade on regular basis having rendered minimum two years service in that grade would only be eligible to volunteer for posting in RE Projects.

(iv)   In the notification calling for volunteers as well as in orders of posting it should be made clear to the staff that any position assigned to them in RE will be purely a temporary one for as long as they are working there and this will not automatically entitle such persons to any preferential treatment on their parent Railway in the matter of promotion to higher posts which will be governed by normal rules applicable to that category. The benefit of service rendered in RE Project shall not be taken into consideration for any purpose including eligibility for selection to higher grade posts in Open Line. Since the concerned staff will continue to have their lien in their parent unit, they will be considered for promotions to higher grade posts, if any, only in their parent unit. Therefore, CORE will have no power to grant any promotion to such staff.

(v)   The fixation in higher grade in CORE will not be considered for calculation of pensionary benefits etc. and the normal rules for fixation of pensionary benefits will apply.

(vi)   CORE may, as far as possible, relieve the staff before one year of retirement date of employees so that their regular fixation etc., in their parent cadre could be done.

(vii) Applications of only those volunteers which have been duly forwarded by concerned Railway Administrations shall be considered/ entertained by CORE.

(viii)          The staff whose applications have been forwarded for posting in CORE by Railway Administration shall have to be relieved immediately in the event of their selection.

3.     Further action in the matter may be taken accordingly.

This issues with the approval of Finance Directorate of this Ministry.
