Sub: Recommendations of Sixth Central Pay Commission – Project Advance and Compensatory Construction/ Survey Allowance – Revision of rates.

1. Consequent upon the decision taken by the Government on the  recommendation of the 6th Central Pay Commission circulated vide Ministry of Finance (Deptt. of Expenditure) OM No.6(3)2008-E.II.B, dated 29.08.2008, the rates of Project Allowance have been revised w.e.f. September 1, 2008.

2.     Ministry of Railways have considered the question of revision of rates of Project Allowance and Compensatory (Construction/ Survey) Allowance notified vide Board’s letter No.E(G)98/AL 12-1, dated 22.09.1998 (Corresponding to MOF’s OM No.6(6)97/E.II(B), dated 01.04.1998) and it has been decided with the sanction of the President that the rates of Project Allowance and Compensatory (Construction/ Survey) Allowance shall be revised as follows:

(a)   Project Allowance:

Grade Pay

Rate per month (Rs.)

For posts in the grade pay of Rs.5400 and above and pay scale of HAG + and above.

For posts in the grade pay of less than Rs.5400

The Railway employees whose offices are in the project area, but not specifically for the work of the project, and the projects are covered by the Ministry of Finance’s OM No.20011/5/73-E.IV(B), dated 17.01.1975 on Project Allowance circulated under Board’s letter No.E(G)73 AL 12-27, dated 27.11.1978 and No.PC-IV/86/Imp/AL-15, dated 14.10.1986 shall, however, be entitled to Project Allowance only at 50% of the above rates.

(b)   Compensatory (Construction/ Survey) Allowance:

3.     Conditions:

(i)     In the case of those employees who opt to retain the pre-revised scale of pay, corresponding Grade Pay of the pay scale/ corresponding pay scale of the post occupied on 01.01.2006, as indicated in Railway Services (Revised Pay) Rules, 2008 would determine the allowance under these orders.

(ii)    These orders will take effect from September 1, 2008.

(iii)    The rates of these allowance shall automatically increase by 25%, whenever the Dearness Allowance payable on the revised pay structure goes up by 50%.

(iv)   All others terms and conditions governing the grant of these allowance shall remain unchanged.

4.     This issues with the concurrence of Finance Directorate of the Ministry of Railways.
